ET Consultant — Operations Analyst, Digital Applications The WKDAP unit operates at the intersection of digital innovation and development impact. The portfolio of cross‑sector digital applications—spanning agriculture, water, tourism, health, and others—requires effective coordination across sector verticals, country missions, development partners, and internal teams. We seek an Operations Analyst to act as the connective tissue across these workstreams, ensuring coherence, timely follow‑through, and efficient delivery. Role Overview The Operations Analyst will be embedded within the WKDAP team and report to the Practice Manager. The role provides primary coordination across sector leads, country missions, and external development partners. It combines program management, operational oversight, and analytical tasks, with a focus on engaging multiple sectors without being a sector specialist. Duties and Responsibilities Cross‑Sector Coordination and Program Management Serve as the central coordination point for the digital applications portfolio, track progress, flag delays, and ensure timely follow‑through across sector verticals and country missions. Maintain a real‑time view of the portfolio—including milestones, resource dependencies, risks, and stakeholder actions—and communicate it clearly to teams. Facilitate regular cross‑sector coordination meetings, prepare agendas, capture decisions, action items, and monitor resolution. Work with sector leads (Agriculture, Water, Tourism, Health, etc.) to align on priorities, timelines, deliverables, and flag trade‑offs or escalations when required. Dashboard Development and Reporting Design and maintain operational dashboards and tracking tools that provide clear visibility into portfolio status across sectors. Produce concise, high‑quality progress reports and briefing materials for internal audiences, management, and external partners. Support the development of results frameworks and indicator tracking systems to monitor digital enablement outcomes across the portfolio. Liaison with Regional Digital and Sectoral Teams, Technology Partners, and the Private Sector Act as a liaison between the WKDAP unit and World Bank regional digital and sectoral teams to ensure smooth information flow. Coordinate with technology partners and private sector stakeholders on joint initiatives, pilots, and co‑development efforts, tracking commitments and ensuring timely follow‑through. Engage external development partners and donors on partnership arrangements, co‑financing opportunities, and knowledge‑sharing activities, including preparation of partnership documentation and follow‑up on agreed actions. Support the preparation of presentations, concept notes, and briefing materials for external‑facing engagements. Operational and Administrative Support to the Applications Manager Provide direct operational support in managing the pipeline and delivery of digital application deployments across sectors. Help onboard and coordinate technical consultants and vendors, tracking deliverables and ensuring contractual compliance. Identify bottlenecks in operational processes and propose improvements to streamline coordination. Knowledge and Learning Maintain and curate a knowledge base of lessons learned, good practices, and operational precedents across the digital applications portfolio. Support the drafting of case studies, operational notes, and other knowledge products that capture the team’s cross‑sector experience. Selection Criteria Master’s degree in a relevant field (public policy, business administration, information systems, economics, international development, or equivalent) with a minimum of 2 years of relevant professional experience; OR a Bachelor’s degree with a minimum of 4 years of relevant professional experience. Demonstrated experience in project or program management, including the use of tools such as project management software, dashboards, or data visualization platforms (e.g., Power BI, Tableau, Asana, Monday.com, or equivalent). Strong analytical and organizational skills, with the ability to manage multiple workstreams simultaneously and maintain accuracy under time pressure. Excellent written and oral communication skills in English, including the ability to produce clear, concise briefing materials and reports for senior audiences. Demonstrated ability to work collaboratively across diverse teams and disciplines, and to build productive working relationships with internal and external stakeholders. Capacity to work independently, exercise sound judgment, and take initiative in an environment with competing priorities. Preferred Qualifications Experience working in or with the private sector on digital or technology‑enabled initiatives, particularly in emerging markets. Familiarity with one or more of the following sectors: agriculture, water, tourism, or health—particularly in the context of digital solutions or data systems. Experience in a multilateral development organization, government, or international development context. Working knowledge of French, Spanish, or another major language of World Bank client countries. Experience supporting external partnership development, including preparation of partnership agreements, concept notes, or co‑financing documentation.
