Salary Range: $6,624.64 to $9,557.30 Monthly
SUMMARY
The Contract Management and Monitoring Division (CMMD) of DMH is tasked with providing oversight of the mental health services and supports provided under the Department’s Outpatient Program Organization Provider (OPOP) contracts and other unique Service Agreements. Specifically, CMMD works with agencies to ensure that services under the OPOP and other unique Service Agreements are delivered in accordance with contract language while producing a measurable impact on the individuals, families, and communities of Los Angeles County and increasing access to care. CMMD is adopting a streamlined structure that prioritizes exceptional customer service and maximizes the use of technology for improving communication.ESSENTIAL FUNCTIONS
Analyzes and evaluates the administrative requirements of LACDMH Outpatient Program Organizational Provider Agreements, including complex multi‑program contracts with varying programmatic requirements, and deliverables. Provides administrative monitoring of OPOP contractors by gathering, reviewing, and analyzing data, documentation, and performance indicators to assess compliance with contract terms, program service exhibits, specialty service exhibits, and any additional requisite contract exhibits. Participates in and conducts in‑person site visits to agencies to review administrative processes, validate compliance, and support ongoing monitoring activities. Prepares, develops, and initiates internal administrative processes to implement adjustments to Agreements, including Service Request Forms, Board Policy 4.055 tracking and reporting, Service Delivery Plans, and Provider File Adjustment Requests. Collaborates with internal DMH units to execute contract amendments, initiate Board Letters, and ensure timely processing of administrative changes. Prepares written analyses, summaries, and recommendations to support Program Manager decision‑making regarding contractual modifications, administrative actions, and program adjustments. Participates in and assists the Health Program Analyst III in developing standardized policies, guidelines, tools, and procedures for the administrative management and monitoring of Agreements. Coordinates with finance, programs and administrative units to ensure alignment of contract requirements, and operational processes. Performs special projects and assignments as directed by the Program Manager to support division goals, improve administrative efficiency, and strengthen contract oversight.NON-ESSENTIAL FUNCTIONS

Education/Experience Option I: A Bachelor's Degree from an *accredited college or university in Social Work, Counseling, Health Care Administration/Management, Public Administration, Behavioral Sciences, Social Sciences, Business Administration, or a closely related field-AND- four years of full-time experience in the analysis of mental health or public health programs, two years of which must have been at the level of Health Program Analyst I A Master's Degree from an accredited college or university inSocial Work, Counseling, Health Care Administration/Management, Public Administration, Behavioral Sciences, Social Sciences, Business Administration, or a closely related fieldmay be substituted for one year of the required experiencein the analysis of mental health or public health programs. Option II: Six years of experience performing assignments in mental health or public health program analysis, two years of which must have been at the level of Health Program Analyst I. Certificates/Licenses/Clearances A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions. Successful clearance through Los Angeles County’s Live Scan process. Other Skills, Knowledge, and Abilities Experience working effectively within a multi-disciplinary team. Ability to be flexible with program changes and work duties. Strong interpersonal skills with effective verbal and written communication skills. Ability to independently problem solve.
