Project Controls Manager - Senior

Position Summary The Project Controls Manager will oversee a cost engineer and administrative staff responsible for the day‑to‑day transactional side of project controls. Although a managerial role, the individual will also dig into detailed issue resolution, advise project executives, managers and engineers on cost issues, reports and strategy, and develop project‑specific strategies, processes and procedures that evolve over time while ensuring verticality with the prime contract. Responsibilities Provide independent, objective advice to support the project team. Specialize in monitoring, tracking and analysis of budgets and costs. Perform statistical analysis to indicate project health, trends and potential risks and opportunities. Prepare and present external monthly reports to the owner. Develop and manage the change order process. Support and advise the project accountant at billing time. Check, test and validate cost‑related information and data. Provide on‑site training (DPR best practices, etc.). Dispute prevention and on‑site dispute resolution. Prepare internal monthly status reports. Oversee subcontract account management. Forecast labor, material, equipment and other non‑allowable costs and cash‑flow. Generate owner reporting, project metrics, graphs and tracking logs. Monitor CMiC for accuracy and maintenance. Housekeeping and compare with owners financial records. Review and refine ROM & budgeting Q.C. Develop key performance indicators for MEP and other key trades. Communicate best practices to the team. Conduct on‑site training and workshops as needed. Manage change orders compiled by PMs & PEs, forward and negotiate with owner for entitlement and dollar value. Track funding sources and drawdowns (actual versus planned) and provide graphical representation. Provide contract administration advice on change orders, billing, payments and time‑related issues. Ensure governance and contract compliance. Resolve disputed or potential disputed changes for scope and entitlement with owner and subcontractors. Provide checks and balances for all cost‑related matters. QC final billing package before issuance to owner and train staff on reviewing subcontractor billings. Manage, forecast and monitor owner allowances, contingencies and DPR cost to complete. Review, identify surplus funds or shortfalls in contract sums. Hold open discussions with project executives and owner regarding savings or shortfalls. Liaise with scheduling resource to align schedule updates with costs. Ensure relevant change orders are entered into the schedule. Assist with developing and structuring document control. Assist the PX in preparing notices under the contract. Devise or improve the project controls filing structure. Assess team members’ training needs, set goals and targets. Conduct technical meetings for internal and external representatives. Participate in staff appraisals. Qualifications 10 years of experience desired, including large, multi‑phased construction projects. Proficient user of CMiC PM or similar project management software / cost database. Proficient user of Word and Excel (essential). Good understanding of construction systems and sequence of construction. Experience in managing teams or individual staff members. Strong leadership, communication and negotiation skills (essential). Ability to chair and keep meetings on track. Technical and business writing skills (essential). Knowledge of basic general contractor accounting practices. Working knowledge of construction insurances. General contracting experience required; owner experience an advantage. Experience with complex external reporting. Mission‑critical experience preferable but not essential. Knowledge of Guaranteed Maximum Price practice. Mature client‑facing ability. Knowledge of AIA contracts. Bachelor’s degree, preferably in construction or engineering. PMP certification (optional). AACE membership (optional). Compensation This position is salaried.
