Established in 1997, L.A. Care Health Plan is an independent public agency created by the state of California to provide health coverage to low‑income Los Angeles County residents. We are the nation’s largest publicly operated health plan. Serving more than 2 million members, we make sure our members get the right care at the right place at the right time. Mission: L.A. Care’s mission is to provide access to quality health care for Los Angeles County's vulnerable and low‑income communities and residents and to support the safety net required to achieve that purpose. The Business Analyst II works closely with business units to gain in-depth business understanding of customer’s business strategy, processes, services, roadmaps and the content in which the business operates. The role is focus‑driven, concentrating on strategy, collaboration and prioritization based on value for internal and external customers. The analyst consults and collaborates with stakeholders to resolve issues that contribute to inaccurate or inefficient procedures. This position is key to identifying documenting capabilities needed to address business challenges, reviewing end‑to‑end processes to identify, address and remediate operational and functional risks, and conducting SWOT analyses to find opportunities for operational efficiency. The analyst leads projects of all sizes, assisting project managers on complex projects that affect internal departments and external customers at the market level. Duties include participating in multiple projects by completing and updating documentation, managing scope, adjusting schedules, determining daily priorities, ensuring timely delivery of tasks and milestones, following escalation procedures, and managing customer relationships. The analyst ensures data validity, develops process improvement initiatives, monitors and updates software, partners with customers to achieve long‑term business goals, and facilitates process design changes through complex system analysis. Additional responsibilities involve overseeing customer communications, supporting cross‑functional efforts, facilitating meetings and presentations, providing leadership to team members and peers, and driving strategic asset creation to decompose strategy into value change initiatives. The role also requires maintaining current knowledge of Information Systems, providing subject matter expertise, and supporting corrective action plans. The analyst communicates complex concepts clearly, leads problem‑solving and analysis, reviews improvement reports, develops implementation plans, creates test plans, and monitors solutions to resolution. Perform other duties as assigned. Education Required: Bachelor’s Degree In lieu of a degree, equivalent education and/or experience may be considered. Education Preferred: Master’s Degree Experience Required: At least 3 years of data analysis experience in a health or managed care environment. Skills Required: Proven ability to impact process improvement, document scope and tasks clearly, thorough understanding of industry practices and standards, comprehensive knowledge of business process/life cycle management principles, strong problem‑solving and analytical skills, proficiency with Microsoft Office and database management, ability to articulate information concisely, strong interpersonal, verbal, and written communication, and adaptability to shifting priorities.
