Contract: 1-year contract with the possibility of extension or conversion to a full-time position

About the RoleWe are recruiting on behalf of Los Alamos National Laboratory (LANL) for a Work Control Planner 4. In this role you will develop and review work packages — including time, material, and labor estimates, written step-by-step work instructions, procedures, and safety and testing requirements — for the implementation and control of operations, maintenance, and modification activities within an assigned facility or area.
Planning duties may involve mechanical, electrical, chemical, and radiological equipment, policies, and procedures, and include resolving work restraints and bringing work packages to final closure. This is a senior-level planning position covering unique and complex activities in unique and complex facilities.
You will receive minimal day-to-day functional and operational direction from your immediate supervisor, and may provide functional and operational direction to assigned maintenance, operations support, or clerical personnel. The role involves regular contact with maintenance and operations management, engineers, technicians, and other facility personnel.
Key Responsibilities- Treat safety and security as a primary responsibility: assure compliance, maintain required safety and security training, and make safety and security an integral part of every task, including stopping work when continuing would be unsafe or would compromise security.
- Prepare, review, and issue equipment and system modification, corrective maintenance, and preventive maintenance work packages for unique and complex activities in accordance with applicable procedures and regulations.
- Analyze time and material requirements for unique and complex work activities, and prepare detailed specifications for materials and labor estimates.
- Take the lead in developing step-by-step work instructions for unique and complex activities.
- Manage and expedite the established priority of work packages.
- Prepare and review efficient, specific instructions for the isolation, containment, or de-energization of mechanical, physical, electrical, chemical, and radiological systems according to established procedures and regulations.
- Manage the functional and administrative activities that accompany work package development, including permit development, testing requirements, documentation generation, records management, database information management and review, and training.
- Understand and adhere to all Laboratory and industry regulatory guidance and governance specific to work control and planning.
- Ensure that work control results, materials, processes, and final products meet quality specifications and are completed according to established requirements.

This position requires a Bachelor's degree and 12 years of related experience, or an equivalent combination of education and experience directly related to the occupation. At this level, post-graduate coursework may be expected.
Top Skills & Requirements- Unique knowledge of and broad experience with complex work control, materials management, and/or mechanical maintenance.
- Extensive knowledge and understanding of work hazards, safety practices, operating configuration, and lock-out/tag-out policies and procedures in complex facilities.
- In-depth understanding and the ability to interpret complex mechanical and electrical documents, blueprints, drawings, and schematics.
- Ability to fully utilize and manipulate a computerized work management system to maintain and track work-planning activities.
- Extensive experience and demonstrated skill conducting research, investigating alternative solutions, and recommending solutions to complex problems affecting work control and planning.
- Ability to conceptualize and communicate the major elements of work control and planning for complex activities to both technical and non-technical audiences.
- Demonstrated skill in the preparation and presentation of work control reports.
- Extensive knowledge and understanding of work control and facility policies, practices, and procedures.
- Extensive knowledge and understanding of the legal requirements and environmental impacts affecting work control and planning.
- Ability to self-supervise and work under minimal day-to-day direction.
A DOE "Q" clearance is required for this position. Candidates must be able to obtain and maintain a DOE "Q" clearance, which requires U.S. citizenship. A-level access is not required for this position.
Preferred Qualifications- An active DOE "Q" or "L" clearance, or one held within the past two (2) years.
- Prior work control or maintenance planning experience at a DOE or NNSA site.
- Hands-on experience with a computerized maintenance management system (CMMS) such as Maximo, Passport, or an equivalent work management platform.
- Experience planning radiological work and coordinating with radiological control and safety organizations.
- Post-graduate coursework related to the occupation.
Duration: 1-year contract to start, with the possibility of extension.
Conversion: This position may convert to a full-time position at the discretion of the hiring organization. Conversion is not guaranteed.
Location Type: On-site in Los Alamos, NM. This position is not eligible for remote or hybrid work.
Start: This is an immediate need. Start is subject to badging and clearance processing.
