Supervisory Program Analyst

VETERANS HEALTH ADMINISTRATION

Summary

This position is located within the Veterans Transportation Program (VTP) under the Veterans Health Administration (VHA), Member Services (MS). The incumbent serves as the Supervisory Program Analyst, providing oversight of Quality Control and Performance Management across the Program Office, VISNs, and medical centers.

Help

  • The Supervisory Program Analyst primary goal is to provide VISN, Medical Center and Member Services leadership, or their respective delegates, consultation on identification, development, implementation, oversight, management, support initiatives for complex controversial programs to enhance service and delivery of transportation for health care and rehabilitation services to Veterans residing in urban, rural, and highly rural areas.
  • Provides regular activity reports which involve identifying problems, studying, analyzing, and making recommendations concerning the efficiency and productivity of VTS, HRTG (Highly Rural Transportation Grant) and BT (Beneficiary Travel) administrative operations at the enterprise level.
  • Determines the nature and extent of deviations and whether they result in the impairment of internal controls, inefficient use of resources, and impact to reviewed entities.
  • Incumbent directly supervises VTP Program Analyst and their responsibility to manage the VTP Program and provide oversight of all VTP programs Beneficiary Travel, VTS, Highly Rural Transportation Grant Program, and VTP Rideshare program are managed effectively, efficiently and in compliance with VHA policy.
  • Reviews beneficiary travel audits to identify potential fraud, waste, or abuse, and recommends appropriate corrective action. Research and provide recommendations to align Veteran Transportation program operations with objectives, policies, and regulatory requirements.
Work Schedule: Full-time, Monday through Friday 8:00 a.m. to 4:30 p.m.

Telework: This position may be authorized for Ad-hoc telework.

Virtual: This position may be authorized for Virtual Work. Virtual Work eligibility is for current VA employees that are already subject to the return to the in-person work mandate in their current position.

Definition of Virtual Work: Employee works outside of original hiring duty station at a VA-owned or leased space.

Return to Office (RTO): RTO mandates are in effect and selectees will be required to report to in-person work unless they are approved for an exception or an exemption. Any approval for an RTO exception, exemption, or extension will happen after a tentative job offer, but before a final job offer.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/27/2026.

Time-In-Grade Requirement : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Developing and executing short and long term strategic plans for large, complex beneficiary travel and Veteran transportation service programs; (2) Reviewing beneficiary travel audits to identify potential fraud, waste, or abuse, and recommending appropriate corrective action(s); (3) Researching and providing recommendations to align Veteran Transportation program operations with objectives, policies, and regulatory requirements; (4) Building and sustaining partnerships with diverse internal and external program stakeholders to help implement and sustain health care delivery as related to transportation; (5) Management and development of Beneficiary Travel, Veteran transportation service and highly rural transportation program policies, procedures, and directives; (6) Supervising staff, allocating work across multiple program areas, establishing performance metrics, and providing corrective guidance.
