Salary: $92,527.83 Annually Location : Waste Water Treatment Plant, Montrose, CO Job Type: Full-Time Department: Utilities Division: Waste Water Treatment Plant Opening Date: 06/24/2026 FLSA: Exempt Basic Purpose of the Job: Under general direction, manages and coordinates activities of the Wastewater Treatment Division including operation and maintenance, repair, and expansions of the city of Montrose Wastewater Treatment facilities. Efficiently organizes, plans and directs daily and long term work crew activities. Prepares budget and plans for future needs of the wastewater treatment plant equipment and treatment processes. Ensures compliance with State and Federal regulations, maintains and submits system records and reports as required by regulatory agencies and maintains compliance with city safety standards. Responds to citizen inquiries and concerns. Requires a strong understanding of biological wastewater treatment principles, including both biological and chemical nutrient removal processes, application of instrumentation and SCADA systems in a wastewater treatment plant environment, environmental regulations and personnel management. Essential Functions: (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills and other characteristics. Manage the Wastewater Treatment Plant operations and maintenance activities, oversee operational and regulatory sampling and laboratory testing processes, and disposal of the wastewater treatment plant rags, grit and biosolids. Manage and oversee adjustments of the Wastewater Treatment Plant's processes operations utilizing the SCADA system and other software programs. Manage design and construction of plant improvements. Ensure the wastewater treatment plant processes, biosolids disposal and effluent quality are compliant with all applicable state and federal regulations, permits and requirements. Manage the Industrial Pretreatment Program to meet EPA requirements with the assistance and coordination with the Wastewater Collection Team Leader and other city staff. Plan and prepare for future regulatory changes by involvement with Regulatory agencies, professional organizations and consultants. Identify and address problems associated with operating and maintaining the wastewater treatment processes and infrastructure by reviewing plans and specifications and conferring with various consultants, engineers and vendors. Develop and implement division policies and procedures, goals, objectives and annual budgets. Analyze trends of the areas being served, such as population and industrial growth, usage demands and other impacts to the wastewater treatment system to determine adequacy of current processes' capacities and to forecast future needs. Manage wastewater treatment plant capital improvement masterplans and process models to serve the expanding community needs. Evaluate new developments in materials, tools, equipment and processes. Implement and manage changes to reduce operating costs and improve efficiency. Ensure that all applicable safety, personnel and operational rules and regulations are followed by staff, contractors and vendors at the wastewater treatment plant when appropriate. Respond to customer inquiries, concerns and complaints and work to resolve issues in a professional and positive manner. Follow up with customers when concerns are resolved. Job Requirements: 10 years of related experience with a minimum of 5 years supervisory experience. Degree in Civil Engineering, Biology, Construction Management or a related field from an accredited college preferred. The City will consider an appropriate level of education, training and applicable work experience that results in comparable knowledge and skills. Knowledge and skill in construction management, project management, and crew management. This position is subject to non-standard working hours including nights, weekends and holidays. Licensures & Certificates (must be active and current.) Current Colorado Class A or B Commercial Driver's license with acceptable driving record or ability to obtain within 6 months of hire. Certified Colorado Water Professional - Wastewater Treatment Level A Physical Requirements and Work Environment Moderate physical work requiring the ability to lift a maximum of 50 lbs.; occasional lifting, carrying, walking, standing and hand/eye coordination. The employee is occasionally required to climb or balance, stoop, kneel, crouch, or crawl, including ladders and staircases up to 30 feet. Frequent hand/eye coordination for operation of personal computer, and the use of hands to handle small parts; vision for reading and preparing written reports and documents; frequent speech communication, hearing and listening to maintain communications with employees and citizens. Requires driving and walking during inclement weather. While performing the duties of this job, the employee is regularly exposed to outside weather conditions. The employee is periodically exposed to wet and/or humid conditions, moving mechanical parts, fumes and airborne particles, extreme cold and extreme heat. The employee is occasionally exposed to vibration or is required to work high above ground level. The noise level in the work environment is frequently loud. Late applications will not be accepted. The City will contribute 8% of your gross base wages. Sworn Police Officers are enrolled in a defined benefit investment program through FPPA.
