Program Specialist

Summary Incumbent serves as Headquarters (HQ) Supervisory Child and Youth Program Specialist, supporting the CYP Community Based Fee Assistance Program through analysis, processing, and communication with community-based personnel. Responsibilities include verifying and enrolling eligible patrons and providers, determining benefit allocation, and providing general administrative support. Responsibilities Administrative Support: Advise the CYP Fee Assistance Manager on effective program execution through evaluation and tracking of division requests; review instructions, develop policies and standard operating procedures; manage registration and enrollment processes; serve as Navy CYP point of contact for MCCYN; coordinate with personnel, comptroller, procurement, and other offices; establish reimbursement practices. Communications: Direct internal controls, coordinate and implement information management systems, provide real‑time communication to diverse stakeholders, determine eligibility qualifications, and develop communication plans for policy changes. Data Reporting: Create, format, and consolidate reports; review and verify community-based data submissions; maintain Navy‑wide databases on providers and patrons; collect and prepare reports for headquarters and installations; design tracking systems; maintain spreadsheets for financial data and reimbursements. Budgeting and Financial Management: Create procedures for efficient headquarters processes, track initial reports, ensure timely processing of invoices and claims, resolve discrepancies, maintain billing history, and provide customer interface and support. Supervisory Duties: Provide administrative/technical supervision for up to one Lead Operations Clerk and up to five Operations Clerks; direct work assignments; conduct annual performance reviews; participate in staffing decisions; provide training; address disciplinary issues; support CNIC's Equal Employment Opportunity policy. Requirements Must pass all applicable background and records checks. Must successfully pass E‑Verify employment verification. Must obtain and maintain a Secret security clearance. Must upload the most recent SF‑50. Must complete a one‑year probationary period, if required. Must participate in Direct Deposit/Electronic Fund Transfer within the first 30 days of employment. Must obtain and maintain a government‑issued Travel Card in good standing for official travel, if required. Qualifications Four or more years of progressively responsible experience in military fee assistance programs. Knowledge of CNIC organizational structure, functions, and mission. Knowledge of policies and regulations related to fee assistance reimbursement. Proficiency in computers and software for tracking, analysis, and record keeping. Knowledge of business administration and communication protocols. Skill in Microsoft Office (Word, Excel, PowerPoint, Outlook). Ability to develop, maintain, and present accurate reports and documents. Excellent oral and written communication skills. Ability to make oral presentations and briefings to all levels of chain of command personnel. Education This position has no positive education requirement.
