This is a Provisional to Permanent position in accordance with Class-Based Test (CBT) Civil Service Rules. This recruitment is restricted to current provisional employees of the City and County of San Francisco, San Francisco Unified School District, or San Francisco City College, working within the 1053 Technology Analyst/Designer – Senior classification.

Job Description

Under general direction, oversees the more difficult and complex aspects of the systems and services development and improvement cycle, including needs analysis, cost-benefit analysis, structured systems and business interface analysis and design, feasibility analysis, technology and software assessment, user research needs analysis, project planning and management, system implementation and testing, conversion to production status, technical and procedural documentation, user training, and post-implementation assessment and administration

MAJOR, IMPORTANT, AND ESSENTIAL DUTIES
According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list.

1. Identify opportunities for improving business processes through automation; assist in the preparation of proposals to develop new systems, interfaces, and business processes.

2. Analyze business and user needs; research and evaluate software on multiple platforms to assist users to meet their departmental goals; assist in developing the success criteria for digital products and services.

3. Determine service or system requirements; develop or modify and document general system design; write detailed design specifications; conduct "walkthroughs" for proposed solutions to system problems.

4. Analyze the feasibility of and develop requirements for new systems and enhancements to existing systems; ensure the system design fits the needs of the users.

5. May implement and enhance software; develop, test, debug and deploy new/modified pro-grams.

6. Provide technical support for digital products and services; consult on the analysis of an application; troubleshoot system problems; implement solutions.

7. Conduct system analysis and may conduct development or configuration activities for complex systems; document new and modified systems and programs; coordinate user training in new capabilities; may convert changes from test to production.

8. Interface with users to determine system needs and requirements; conduct research, interviews, and usability testing; collect and analyze user feedback and service performance to inform system, process, or service improvements; instruct users on newly implemented systems; define system requirements; may design and code programs; review impact of system modifications on existing systems.

9. Prepare, or assist client in preparing, service requests to implement system changes; determine level of effort required and the cost of implementing service requests; prioritize re-quests.

10. May provide technical production support for on-line and batch systems; assist with set processing schedule; update and produce reports.

11. Coordinate with outside vendors and contractors to complete projects and service re-quests; define, assign and evaluate their work.

12. May determine structure of databases; normalize data; perform conversion of data be-tween platforms; design, develop and generate routine and ad hoc reports in response to user needs.

13. Determine security levels for systems to ensure data integrity; test database applications to assure functionality and effectiveness in performing to desired specifications.

MINIMUM QUALIFICATIONS:

1. Must be a Current Provisional Employee in Class 1053 who has worked at least 2,080 hours in Class 1053 .

2. Education: An associate degree in business administration, public administration, information systems, economics, finance, computer science, UX/UI design or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in one of the fields above or a closely-related field].

3. Experience: Three (3) years in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.

Education Substitution:

1. One year of additional experience as described above may be substituted for the required degree.
2. Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.

Ranking Based on Verified Provisional In-Class Service Duration:

Qualified applicants will be ranked on the eligible list based on the length of their Provisional City service in the 1053 - Technology Analyst/Designer – Senior class, along with any additional qualifying points (e.g., promotive status), as outlined in Civil Service Commission (CSC) rules. All work history will be verified using official City records, which will serve as the final authority in determining qualifying service.

NOTE: Applicants who meet the minimum qualifications are not guaranteed to advance through all the steps in the selection process. The department may administer additional position-specific selection procedures to make the final hiring decision.

Eligible List/Score Report:

A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

Duration of Eligible List:

The duration of the eligible list resulting from this examination process will be of six (6) months and may be extended with the approval of the Human Resources Director.
