MHI Ship Repair & Services is a major marine repair and conversion contractor serving the U.S. Navy, Military Sealift Command, Maritime Administration and Commercial ship owners and operators worldwide. Our shipyard is conveniently located in the Mid-Atlantic region at the port of Hampton Roads, Norfolk Virginia.
Job Summary The Procurement Buyer is responsible for sourcing materials and services through competitive procurement processes, supporting project estimating activities, preparing purchase orders, and coordinating equipment rentals for both active ship repair projects and internal operational needs. This position plays a key role in ensuring materials and services are obtained in a timely, cost-effective, and compliant manner while supporting production schedules and company objectives. Essential Functions- Solicit competitive pricing for materials, equipment, and services in accordance with MHI Procurement Procedures and procurement specifications.
- Evaluate vendor quotations and recommend the best value based on cost, quality, delivery, and project requirements.
- Prepare and process purchase orders using the MHI procurement system.
- Estimate material and service costs to support bids, proposals, and purchasing decisions.
- Coordinate the procurement of materials and services to meet production schedules and project deadlines.
- Maintain and update the approved vendor database.
- Arrange equipment rentals and related services for active projects and internal operational needs.
- Ensure procurement activities comply with company policies, Contractors Purchasing System Review (CPSR) requirements, and applicable Federal Acquisition Regulations (FAR).
- Maintain accurate procurement records, including purchase orders and supporting documentation.
- Assist with oversight of the Procurement Driver's daily material delivery and pickup activities.
- Support continuous improvement initiatives within the Procurement Department.
- Perform filing and maintenance of procurement records and documentation.
- Perform other duties as assigned by the Procurement Manager.
- Associate degree in Business, Supply Chain Management, Procurement, or a related field, or an equivalent combination of education and relevant work experience.
- Minimum of three (3) years of ship repair or shipbuilding experience, with at least one (1) year of purchasing or buyer experience in the marine or shipbuilding industry preferred.
- Working knowledge of Contractors Purchasing System Review (CPSR) requirements.
- Working knowledge of the Federal Acquisition Regulation (FAR).
- Strong analytical and problem-solving skills with the ability to make sound purchasing decisions in a fast-paced environment.
- Excellent organizational skills with strong attention to detail.
- Effective verbal, written, and interpersonal communication skills.
- Proficiency with Microsoft Office applications and computerized procurement systems.
