Physical Scientist/General Engineer

Duties As a Physical Scientist/General Engineer, you will perform the following duties: Perform engineering or science calculations, develop preliminary design parameters, data and equipment design solutions and specifications, as well as project costs. Conduct project analysis of satellite data and frequency interference to determine projects' impact on public safety, natural or environmentally sensitive locations, mission readiness, and operations during weather conditions. Manage contracts as a Contracting Officer's Representative (COR). Work with manufacturers and customers to develop specialized ground equipment enhancing satellite communications and data distribution for various systems. Ensure completion of documentation for procurement of diverse, complex, novel, and unique electrical, mechanical, physical, science, or civil systems and specialized equipment for satellite or ground systems and various facilities. NOTE: These duties are described at the full performance level of the ZP-4; the ZP-3 is developmental leading to such performance. Position Requirements Requires operation of a Federal motor vehicle and periodic travel to remote facilities for antenna and satellite equipment support. Must obtain and maintain COR Level II certification within 24 months. Key Requirements U.S. Citizens only. Eligible for Federal employment as determined by background investigation. Qualifications Qualification requirements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook. Basic Requirements The position may be filled with series 1301 (General Physical Science) or 0801 (General Engineering). Each series requires applicants to meet a basic education requirement and at least one full year of specialized experience or a substitution of education. Education requirements: Series 1301: Degree in physical science, engineering, or mathematics that includes 24 semester hours in physical science and/or related engineering science (e.g., mechanics, dynamics, materials properties, electronics). OR Combination of education and experience: at least 24 semester hours in the above areas plus appropriate experience or additional education. Series 0801: Engineering degree from an ABET‑accredited program or a program that includes rigorous calculus and courses in at least five of the following areas: statics, dynamics, material strength, fluid mechanics, thermodynamics, electrical fields and circuits, or comparable engineering science. Combination of education and experience: college‑level education, training, or technical experience that demonstrates a solid understanding of engineering sciences and practices. Specialized Experience Applicants must possess one full year (52 weeks) of specialized experience equivalent in difficulty and responsibility to the next lower grade level. For ZP‑3/GS‑11 level: experience equivalent to ZP‑2/GS‑09, including: Participation in satellite, ground, or electronic communications system projects (installation, operations, design, engineering, or science tasks, or maintenance/sustainment). Assistance in scientific or engineering data analysis and requirements for satellite, ground, or electronic communications systems. Assistance in project testing or development of operational requirements for satellite, ground, or electronic communications systems. For ZP‑4/GS‑13 level: experience equivalent to ZP‑3/GS‑12, including: Leading satellite, ground, or electronic communications system projects. Performing installation, operations, design, engineering, or science tasks, or maintenance/sustainment. Completing documentation for procurement of systems or equipment related to satellite, ground, or electronic communications systems or facilities. Performing engineering or science calculations and developing design parameters or specifications. Substitution of education options: Ph.D. or equivalent doctoral degree, or 3 years of progressively higher‑level graduate education leading to such a degree. Combination of graduate‑level education and specialized experience; only graduate‑level education in excess of the amount required for the next lower grade level may be combined with experience.
