Quality Program Manager

Additional Information About the Role The Quality Program Manager leads quality initiatives that improve performance and ensure consistent standards across the organization. This role requires strong organization, clear communication up and down the organization, and the ability to influence cross‑functional partners. The position relies on analyzing data and performance metrics to identify trends, drive improvement, and ensure quality programs deliver measurable results. This is an on‑site position. Overview St. Louis Children’s Hospital is dedicated to improving the health and lives of children. Preferred Qualifications Role Purpose The Quality Program Manager (QPM) is responsible for facilitating and managing the development and oversight of an organizational model and governance structure for the BJC quality program. The QPM will work in collaboration with the Center for Clinical Excellence (CCE) and BJC stakeholders to consistently promote quality improvement methodologies, identify areas for improvement, establish multidisciplinary work teams, develop analytic structures and processes for measuring reporting, and communicate quantifiable results. The QPM acts as a thought leader in identifying opportunities across BJC to develop intervention strategies for quality improvements and helps facilitate the appropriate conversations and leverage cross‑functional teams to evaluate and address identified areas of concern. The QPM will also be responsible for ensuring the appropriate evaluation and reporting of quality metrics to ensure alignment with contracts and reimbursement programs. Responsibilities Manages individual(s) including but not limited to: hires, trains, assigns work, manages & evaluates performance, conducts professional development plans. Ensures that the productivity and actions of that group meet/support the overall operational goals of the department as established by department leadership. Develops and adheres to departmental staffing, revenue and/or expense budgets. Responds to changes in the business which may affect the ability to achieve the budget goals. Facilitates the development of an organizational model and governance structure for the BJC quality program in collaboration with the Chief Clinical Officer and in accordance with the BJC Strategic Plan and in anticipation of regulatory and operational challenges; collaborates with CCE leadership, senior management, clinical leadership, and other clinicians to develop a culture of quality and patient safety. Coordinates and develops intervention strategies for quality improvement; collaborate with stakeholders to set goals and implement quality improvement strategies; collaborates with HSO quality program leaders to identify opportunities for alignment, standardization and improvement in the daily responsibilities of the HSO quality improvement programs; acts as co‑leader and facilitator for Clinical Quality Council to ensure alignment in setting BJC quality goals and identify coordinated improvement priorities and implementation strategies. Leads the development of BJC internal quality scorecards for adult hospitals, St. Louis Children’s Hospital, BJC Medical Group, and non‑hospital delivery sites; contributes to the development of quality measurement strategies for Clinical Programs across BJC in collaboration with the BJC CQO; stays abreast of changes to the national quality landscape and their potential impact on BJC. Utilizes advanced critical thinking skills to prepare and present key information on quality metrics and performance on internal and external quality scorecards for Chief Clinical Officer, clinical leadership, ELT, and the BJC Board; educates on current state, identifies gaps and opportunities, and informs potential clinical outcomes; acts as a subject matter expert and provides quality metric and external scorecard expertise to a variety of system and hospital stakeholders; provides information to help guide strategic improvement priorities. Works with Managed Care leadership and relevant CCE and clinical stakeholders to provide input on negotiating and managing BJC's managed care contracts; helps align the ‘pay for performance’ components of these contracts with BJC’s expectations around identifying appropriate measures and targets for inclusion in such contracts; facilitates responses to proposed CMS changes to quality metrics and quality‑based reimbursement programs; communicates key themes to a variety of stakeholders to guide strategic direction in response to changes in the external environment.
