Introduction Whiting Forensic Hospital (WFH), under the umbrella of the State of Connecticut, Department of Mental Health and Addiction Services (DMHAS) is seeking a current DMHAS employee to join our team as the Director of Quality Assurance (PCN 154702). This vital leadership position oversees the hospital's comprehensive quality management program, ensures continuous regulatory readiness, and supports the delivery of safe, high-quality forensic psychiatric care. In a state agency this class is accountable for directing the comprehensive programs of the quality assurance division and monitoring regulatory compliance activities and program enhancement in accordance with national standards and accreditation requirements and/or regional and/or state quality assurance plans.
EXAMPLES OF DUTIES
Nine (9) years of professional experience in a health facility, system, or research environment for the types of clients, facilities or programs serviced by the agency.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in a supervisory or managerial capacity or as a quality assurance professional responsible for program evaluation.

- Assisting with leadership and daily operations of the Quality Department and its specialized programs
- Planning, coordinating, and managing quality improvement, compliance, and patient safety initiatives
- Developing, implementing, and evaluating program goals and objectives aligned with the DMHAS mission
- Assisting in the creation and implementation of agency policies, procedures, and administrative practices
- Interpreting and applying relevant laws, regulations, accreditation standards, and agency policies
- Ensuring compliance with DPH, The Joint Commission, DMHAS, and other regulatory/accrediting agencies
- Overseeing incident reporting, performance improvement activities, policy management, Health Information Management, and Patient Advocacy functions
- Assessing program performance, identifying opportunities for improvement, and implementing corrective actions
- Training, mentoring, supervising, and evaluating departmental staff
- Coordinating administrative, clinical, and operational activities to support quality outcomes and regulatory compliance
- Collaborating with internal and external partners to ensure continuity of care and program effectiveness
- Participating in budget planning, resource allocation, recruitment, hiring, and staff development
- Providing leadership for hospital-wide quality improvement and performance management initiatives

- Plans and implements through research reporting and analyzing of data compiled on quality of life experienced by individuals of services; Provides consultation services to staff, provider organizations and advocacy agencies regarding quality assurance operations;
- Leads the recruitment and hiring of staff, including outreach, interview and selection;
- Performs related duties as required.

- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in public administration, health administration, education, management, social work, social and human services or a closely related field may be substituted for one (1) additional year of the General Experience.
- A doctoral degree in public administration, health administration, education, management, social work, or social and human services or a closely related field may be substituted for one (1) additional year of General Experience.
- Experience with hospital operations.
- Experience with data and technology applications.
- Experience with data collection, analysis and creation of spreadsheets.
- Experience managing policies and ensuring compliance in a healthcare or behavioral health setting.
- Experience applying regulatory standards and supporting successful surveys.
- Experience in Quality Management, including incident reviews and performance improvement, including QAPI.
- Experience preparing and presenting compliance and quality reports.
- Experience in utilizing Microsoft Office applications and Incident Reporting systems.
- Experience in regulatory surveys and Corrective Action Plan support and management.
