OVERVIEW Under direction of the Behavioral Health Manager, plans, organizes, directs the full-scope of operational activities and provides clinical and administrative oversight of a multidisciplinary team which offers behavioral health services to adults, seniors, and children, including outpatient treatment and services to adults with serious mental illness and substance use disorders. Performs related duties as required. IDEAL CANDIDATE The ideal candidate is a detail-oriented behavioral health professional with superior organizational, time‑management, interpersonal, and communication skills (both written and verbal). Computer literate with strong proficiencies in Microsoft Word, Excel, and PowerPoint. Extensive experience in behavioral health assessment, treatment, case management practices, and substance use disorder treatment. Proven history of leadership in a clinical setting. Some positions may require bilingual (English/Spanish) skills, depending on location. RESPONSIBILITIES Provide clinical and programmatic oversight of treatment team members, including supervision of assessment, treatment, and rehabilitation of clients served by Behavioral Health Maintain a clinical caseload in compliance with state‑mandated requirements Select, train, and supervise multidisciplinary staff Set staff performance standards in clinical areas within scope of licensure Evaluate employee performance and take disciplinary actions as needed Evaluate new clients to establish acuity level and assign staff accordingly; coordinate delivery of services by a multi‑disciplinary team; oversee case discussions; review client charts for compliance Supervise collection and input of all client and cost data; review charts, ensure timely documentation; compile reports on client outcomes and cost benefit Identify potential and actual program and operational problems; assist in development and implementation of policies and procedures to resolve them Define and advocate organizational goals and policies to employees; communicate employees’ views to VCBH Management Oversee coordination and collaboration with County and community systems Perform other related duties as required TYPICAL QUALIFICATIONS Entrance requirements to the exam process. EDUCATION, TRAINING, AND EXPERIENCE Considerable experience in mental health or addiction practice equivalent to three (3) or more years of program experience. NECESSARY SPECIAL REQUIREMENTS Licensed as a Clinical Social Worker, Clinical Psychologist, Professional Clinical Counselor, or Marriage and Family Therapist in California Lead or supervisory experience in a clinical setting DESIRED Experience monitoring and reporting on team performance (electronic health record, client outcome goals, productivity, expenditures, revenue) Knowledge of quality improvement processes Experience working with seriously mentally ill youth and/or adults with dual diagnosis Valid California driver license Bilingual in English and Spanish KNOWLEDGE, SKILLS, AND ABILITIES Thorough knowledge of behavioral health assessment, treatment, and case management practices; Department clinical policies; staff supervision; other local public agency goals. Comprehensive ability to supervise a multi‑disciplinary team; provide clinical oversight; diagnose and treat severe mental illness and substance abuse disorders; use personal computing hardware/software; prepare reports; maintain medical record standards; work independently; provide active leadership; develop community resources; work within budget constraints; respond effectively to crises; manage safety and risk factors; maintain cooperative working relationships; communicate effectively; review and legally sign-off on treatment plans; supervise various licensee levels.
