This position is located at Bureau of the Fiscal Service, Debt Agency Compliance and Analysis Division. As a Management and Program Analyst, you will work individually and within a team environment with a significant degree of autonomy in the development, enhancement, and policy formulation for direct government-wide debt collection.

As a Management and Program Analyst, you will:

• Perform studies and utilize findings from analyzing the TROR reports and or other Debt Servicing & Financial Solutions related systems (i.e. Treasury Offset Program, FedDebt, etc.) to develop specific business recommendations for senior-level agency officials that will enable the successful implementation of Debt Servicing & Financial Solutions, OMB, and agencies' objectives.
• Conduct independently and as a team member a variety of projects to improve the effectiveness and efficiency of program administrative and operational policies and procedures related to the mission of the organization.
• Develop and coordinate new and or revised policies and management methods for senior management review consideration and evaluate program administration and achievement of management objectives to ensure compliance with pertinent regulations and policy guidance.
• Manage the production of briefings for the branch manager, and division director on issues related to debt collection programs. Develop background papers, materials and prepares follow-up questions regarding debt management program policy issues.

• This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé.

Specialized Experience for the GS-13, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is defined as:

- Applying analytical and evaluative techniques in a work environment to support debt collection efforts. (i.e. analyze new information technologies or current methods in support of re-engineering business processes); AND

- Experience consulting with, making recommendations to, and implementing solutions for management level staff; AND

- Leading studies relevant to organizational goals focused on debt collection and policy and laws.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

For the GS-13, you must have been at the GS-12 level for 52 weeks.
