About the Workforce and Economic Program Services (WEPS) Bureau

The Workforce and Economic Programs Services (WEPS) bureau, within the Infrastructure Division of the San Francisco Public Utilities Commission (SFPUC), supports the agency's planning, administration, and implementation of key workforce programming, small business strategies, and City, State, and Federal requirements on the agency's capital programs and enterprises’ needs.  Specifically, WEPS administers the agency’s Project Labor Agreement, which promotes efficient construction and private sector career opportunities, and its youth and young adult internship programs, which expose the next generation to public service careers.  Additionally, WEPS manages and staffs the SFPUC’s Contractors Assistance Center, a free resource for local, small businesses to access and participate on SFPUC contracts, and directs other economic development related initiatives including implementing small business programs on federally funded and regional projects.

Job Description

Under supervision of the Director of Workforce and Economic Program Services - Infrastructure Division and the Senior Community Development Specialist, the 9772 Community Development Specialist assists in monitoring and evaluating SFPUC Project Labor Agreement (PLA)-covered capital projects' local and hyperlocal worker referral activities; serves as liason with CityBuild Academy’s and other local and regional community  development organizations’ pre-apprenticeship training programs; maintains and reviews PLA-supported contractor worker participation goals and requirements; reviews weekly payroll reports and quarterly data; collects and maintains a database of all PLA-related worker documentation and associated contractor forms submitted to the SFPUC by awarded construction firms and professional service consultants working on SFPUC projects; maintains close contact and coordination with OEWD CityBuild personnel, SFPUC project management and construction management staff, and representatives of local and regional labor unions and community development agencies; and analyzes quarterly data and PLA reports and prepares worker profiles and program recommendations.

The incumbent may also work with community service providers, private non-profit organizations, and City, State, and Federal agencies to monitor programs to ensure compliance with governmental requirements, and may be assigned to help with Federal, State, or local grant-funded project tracking and analysis, as well as local worker participation from underrepresented and/or historically marginalized communities and neighborhoods to whom the SFPUC provides services or which have been impacted by the agency’s ongoing operations or necessary upgrades and maintenance of its facilities and infrastructure.

Essential Functions:

1. Provides assistance to project personnel in attending PLA-covered project PreBid, PreCon, PreJob and Project Labor Plan meetings.
2. Conducts weekly and as-needed site visits in San Francisco and in San Francisco regional territories (as far as Tuolumne County) to monitor worker participation and state mandated journey to apprentice ratios, and to serve as a resource to the contractor’s superintendent, SFPUC construction management staff, and referred workers.
3. Analyzes contractor submitted PLA documents, including contractor’s labor workforce and apprentice worker projection forms, and collates and shares statistical data with colleagues for actionable worker referral efforts.
4. Identifies individual and community-wide barriers to employment and suggests recommendations for new, or improvements to existing, worker readiness and pre-apprentice training programs, outreach to targeted communities, and other program improvements to be more responsive to community needs.
5. Attends job and career fairs, SFPUC-hosted community events, and other project-related community and other meetings to encourage and promote opportunities for local and hyperlocal residents to work on SFPUC construction projects and professional services contracts.
6. Provides program information and support services to citizen committees, and other community advocacy groups, organizations, and individuals.
7. In partnership with OEWD CityBuild, provides database management of worker referrals and project-specific worker referral activities on a quarterly and as-needed basis.
8. Performs related duties and responsibilities as assigned, applicable to existing and proposed legislation and regulatory mandates, such as the City’s Local Hire and First Source Hiring requirements, and contract and grant oversight and monitoring.

Class 9772 performs other related duties as required.

Qualifications

Minimum Qualifications:

1. Possession of a baccalaureate degree from an accredited college or university AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice or elections related work; OR

2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND one (1) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice or elections related work; OR

3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration; OR

4.Possession of a Ph.D. or Juris Doctor degree from an accredited college or university.

Substitution:

Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice and/or elections related work may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.

  One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

The ideal candidate will have a demonstrated track record and the following desirable qualifications:

• Experience working with local agencies, including the Office of Economic and Workforce Development, CityBuild, Building and Construction Trades unions, and local and regional community organizations.
• Understanding of communities in San Francisco and San Francisco regional territory.
• Experience working and communicating with sensitive populations facing significant barriers to entry into traditional pre-apprentice and related job readiness and training programs.
• Experience with worker referral opportunities for local and hyperlocal residents from underrepresented communities and in working with individuals from varying backgrounds, including those with social, economic, racial, and/or neurological differences.
• Ability to manage multiple projects simultaneously.
• Ability to work independently.
• Familiarity with and an understanding of Federal, State, and Local construction and workforce laws and ordinances, such as the City’s Local Hire and First Source Hiring requirements.
