Title:  Residential Programs Manager

Reports to:  Director of Residential Services

Department: Barman, Fairbanks & Keystone Residential Programs

Location:  Culver City, CA

FLSA Status:  Exempt/B

Compensation: $70,304/annually

Program Hours: 24/7 Licensed group home- General schedule is Monday to Friday 8:00 to 4:30 p.m. with some flexibility- position is on call 24/7 for staffing related issues.

Supervisory Responsibility:  Residential Assistants and House Managers

 

Position Summary

Under the supervision of the Director of Residential Services, coordinates the provision of services to residents in the licensed Intermediate Care Facility/Developmentally Disabled Nursing (ICF/DDN/DDH/ARF). Provide a minimum of 1.75 hours of QIDP service to each resident per week per Title 22 requirements.

 

Essential Duties and Responsibilities

• Monitor and maintain staff schedules and timesheets; coordinate staff training events. Schedule and hold monthly staff meetings and trainings, ensuring staff receive the required training as per title 22 regulations. Coordinate with the nurse manager to ensure new staff receive attendant training within 6 months of hire.

 

• Oversee residents’ affairs, which include but are not limited to, screening process for new residents, termination, behavior intervention, skills training, financial resources, health maintenance, day programs, and recreational activities.

 

• Coordinate with Regional Center, residents’ families and ICF consultants for effective resident care, active treatment, habilitation, health maintenance and evaluation. With the assistance of the interdisciplinary team members, write the residents’ individual service plans. Ensure monthly progress notes are completed in a timely manner.

 

• Perform supervisory and management duties which involve working on multiple assignments with short term deadlines to ensure continuing operations and management of ICF/DDN/DDH/ARF services. Ensure everything is within regulations, staffing ratio, medical needs, etc.

 

• In consultation with the Director of Residential Services and Human Resources Department, handle personnel administration duties, including recruitment, hiring, training, supervision, development, and evaluation of Performance appraisals of staff in compliance with established ECF policies and procedures.

 

• Oversee fair and consistent administration of personnel policies. Develop and maintain facility policies in accordance with Title 22 and Federal guidelines and ensure staff compliance with all acceptable program practices and procedures.

 

• Administer ICF/DDN/DDH/ARF budget and provide proper fiscal administration of resident’s money and valuables. Oversee the Attendance and enrollment of the residents. Ensure all out of home stays are reported to the Regional Center and Program Director. With input and assistance from the Program Director, develop a plan to monitor out of home stays and written agreements with the Regional Center or other entities for prompt payment of bed holds.

 

• Liaison with all monitoring agencies such as Department of Public Health Services, Department of Social Services, Medi-Cal, and Regional Centers to ensure compliance with licensing and certification and other regulatory standards. Conduct monthly inspections of the program to ensure compliance with all regulatory standard requirements. Act as a facility representative to receive licensing officials.

 

• Review staff and resident incident reports and accidents and take appropriate corrective action per licensing regulations.

 

• Coordinate and chair quarterly Human Rights Committee meetings. Work with the nurse manager and hold quarterly Infection Control meetings.

 

Other Duties

• Comply with ECF’s Injury and Illness Prevention Program. Provide required safety trainings including bloodborne pathogens, earthquake safety, etc.
• Ensure staff is aware of safe cooking procedures, proper lifting/carrying, and operation of tools and/or equipment.
• Report unusual occurrences and comply with ECF’s policies and procedures, including mandated reporting requirements, and ensure staff is trained in such.
• Ensure nondiscrimination in the delivery of facility services and employment.
• Recommend needed program equipment and supplies to the Director of Residential Services.
• Maintain and monitor contracts for professional consultants and required health service support agencies
• Observe regular, on-site work hours.
• Perform other duties as assigned.

 

Qualifications

Education/Licenses/Certifications: Bachelor’s degree in human services or related field required.

 

Experience: Four years working with developmentally disabled population in a residential or day program setting including two years supervisory experience as QIDP or other management or case management position in licensed residential settings for individuals with developmental disabilities.

• Ability to effectively supervise, train, evaluate and communicate with program staff.
• Ability to effectively communicate with individuals from diverse backgrounds and all levels within the organization.
• Ability to maintain effective working relationships with associates, subordinates, representatives from other agencies, and the general public.
• Skilled in the operation of relevant computer systems, including Word and Outlook.
• Ability to deal appropriately with sensitive and confidential information.

 

Requirements

• Driving is an essential function of this position. Proof of valid California driver’s license, reliable transportation, evidence of state-mandated car insurance, and insurable driving record are required. While driving for work, should a need arise, the employee’s insurance is deemed primary and ECF’s coverage is secondary.
• Driving Disclaimer- Employees driving for company business must maintain a clean record and operate vehicles safely and responsibly. Company vehicles will be monitored and activity recorded. Violations of the driving policy may result in disciplinary action, including suspension of driving privileges, reassignment, or termination.
• Provide evidence of a negative TB test initially and every three years thereafter.
• Pass a pre-employment physical initially and annually thereafter.
• Obtain and maintain NCI, First Aid and CPR certification.
• Medication Certification issued by a licensed nurse within 60 days of employment.

 

Work Environment

The ICF/DDN licensed residential care facility is for adults with varying degrees of developmental disabilities. Employee may encounter consumers who are in crisis, exhibiting emotional/psychological distress or behaving in an aggressive manner. Environment may include frequent interruptions, loud noise, varying indoor temperature, and drafts. Exposure to varying weather conditions when driving to meetings, appointments, etc.

• Must possess mobility to work in a standard office setting and to use standard office equipment, including a computer.
• Ability to read printed materials and a computer screen.
• Ability to communicate in person and over the telephone. 
• Ability to effectively implement First Aid/CPR/NCI procedures on adults.
• Frequently required to stand, walk, stoop, twist, bend, squat, kneel, crouch, grasp, and reach with hands and arms. 
• Regularly required to lift, push, pull and or move up to 50 pounds. And occasionally lift and/or move more than 50 pounds with assistance. 
• Safely operate a 12-15-passenger van on resident outings (night shift staff are not required to drive).
• Reach with hands and arms and use hands and fingers to handle objects, tools, operate copy machine, fax machine, printer, computers, and/or other devices.
