Financial Compliance Associate

\"This Vacancy is open to Internal, Separated and external Staff\" Job Identification (Reference Number): VN-US10-2026-070 Position Title: Financial Compliance Associate Duty Station City: Washington, DC Duty Station Country: United States of America Contract Type: One Year Fixed Term Vacancy Type: Vacancy Notice Under the overall supervision of the Head of Financial Liaison and Compliance Unit and direct supervision of the National Financial Compliance Officer; in close coordination with Finance and Administrative staff in IOM Washington DC global office and its sub-offices; and in collaboration with relevant units at Headquarters and the Administrative Centres, the incumbent will be responsible for: Responsibilities In coordination with National Financial Compliance Officer, support the periodic review of federal and other financial reports for US donor-funded projects. Assist in verifying the accuracy of these reports prior to certification and submission.Guide IOM field missions on the preparation of SF-425 federal form financial reports as appropriate. Assist in conducting spot checks on financial transactions under high-risk projects to identify noncompliance with donor terms and IOM policies. Support the formulation of practical recommendations to help reduce the risk of donor-disallowed costs. Assist in reviewing budgets submitted by global IOM field offices for project proposals to US donor agencies. Provide inputs related to donor and internal compliance requirements and support the endorsement process within IOM’s project management system, PRIMA, in coordination with the National Financial Compliance Officer. Assist in reviewing funding requirement analyses, financial pipeline reports, and other ad hoc financial reports to support internal coordination, donor funding requests, and reporting requirements. Assist in monitoring financial aspects of globally implemented US-funded projects, as well as those funded by other US-based institutions. Support coordination efforts with the National Financial Compliance Officer, relevant units within IOM Washington, and field offices, as applicable. Assist in providing administrative guidance to Project Managers and Resource Management Officers on financial and administrative procedures throughout the project cycle, including budgeting and donor-specific requirements for locally managed projects. Assist in compiling analytical financial data, including charts, trends, and statistics on US funding, for internal and external use. In coordination with the National Financial Compliance Officer, provide support in the financial monitoring of US-funded projects. Assist in the periodic review of budgets and contribute to identifying adjustments to avoid cost overruns and promote timely use of funds. Support the close‑out process of completed awards and grants related to US-funded projects.Maintain an organized filing system for all project-related documents and donor financial reports. Provide inputs to the development and revision of internal manuals, guidelines, and instructions related to the financial management of donor-funded awards and grants. Perform other financial, accounting, and administrative duties as may be assigned. EDUCATION Bachelor’s degree in Business Administration, Accounting, Finances, or related field from an accredited academic institution with three years of relevant professional experience; or, High School diploma with five years of relevant experience EXPERIENCE Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi‑cultural setting is an advantage. Experience in Oracle or other ERP systems is a distinct advantage. SKILLS Proficient in Microsoft Office applications e.g. Word, Excel, PowerPoint, E‑mail, Outlook. Attention to detail, ability to organize paperwork in a methodical way. Discreet, details and clients‑oriented, patient and willingness to learn new things. Ability to work with national and international institutions. Ability to prepare clear and concise reports. Demonstrated ability to and exercise sound judgment. Sound knowledge IOM's administrative, budgetary, financial, and business rules and practices Excellent communication and interpersonal skills. Recommended candidates will remain eligible to be appointed in a similar position for a period of 24 months. National Professional Officers should be nationals of the country of their employment. NPOs perform work at the professional level and the same standards of recruitment qualifications and performance, required for International Professional staff. Appointment will be subject to certification that the candidate is medically fit for appointment, verification of residency, visa, and authorizations by the concerned Government, where applicable.
