Please Note: This position is fully remote and will be assigned to work primarily with partners in the Northeast region. The Northeast region includes the following counties: Larimer, Weld, Logan, Sedgwick, Phillips, Morgan, Washington, Yuma, Elbert, Lincoln, Kit Carson, and Cheyenne. Classification and Salary Liaison III Anticipated Hiring Range: $4,955 - $5,627/month; $59,460 - $67,524/year Full Salary Range: $4,955 - $7,927/month; $59,460 - $95,124/year Benefits We provide a wide range of benefits to our employees. About the Work Unit The Division of Homeland Security and Emergency Management is a consolidated Emergency Management and Homeland Security team. The division's mission is to lead and support Colorado’s efforts to prevent, protect, mitigate, respond to and recover from all-hazard events. The Colorado Information Analysis Center (CIAC) serves as the focal point within the state for receiving, analyzing and sharing threat-related information among private sector, local, tribal, and federal partners. The CIAC includes representatives from various departments and partner agencies that analyze threat information with a focus on protecting civil rights, civil liberties and privacy concerns. The CIAC also provides situational awareness and a common operating picture and coordinated information collection, analysis, and dissemination for the Colorado Department of Public Safety (CDPS). The Colorado Preventing Targeted Violence (CO-PTV) Program is a multidisciplinary public health-informed approach to targeted violence prevention that works to equip communities with the tools to prevent targeted violence through awareness and education, building trusted partnership, and providing continued support to assist in local prevention efforts. Work Environment 100% Remote (This position will be assigned to work primarily with partners in the Northeast region. The Northeast region includes the following counties: Larimer, Weld, Logan, Sedgwick, Phillips, Morgan, Washington, Yuma, Elbert, Lincoln, Kit Carson, and Cheyenne.) Core Hours: Monday through Friday between 7:00 a.m. to 5:00 p.m. Occasional meetings/training and visits to stakeholder partners. Possible activation to support in an emergency/incident situation. About the Job The purpose of this position is to enhance Colorado’s capability to detect, assess, and prevent acts of targeted violence and domestic violent extremism (DVE) through continuous monitoring and analysis of open-source, grey-source, and social media environments. The position serves as a dedicated intelligence and prevention resource focused on identifying emerging narratives, mobilization behaviors, and targeting trends that may pose risks to elected officials, government institutions, or the public. By providing early warning, situational awareness, actionable intelligence, and technical support to local prevention partners, the role supports CIAC’s mission to protect communities, strengthen interagency coordination, and maintain a proactive statewide posture against evolving extremist threats. Key Responsibilities Serves as the primary regional liaison for the Colorado Information Analysis Center (CIAC), supporting coordination and collaboration among local, state, and federal partners in the identification, monitoring, and analysis of potential threats and extremist activity. Provides technical support and capacity-building efforts related to preventing acts of targeted violence, including connecting local entities to the larger statewide network for resources and training. Utilizes open-source threat monitoring and behavioral threat assessment principles to provide proactive early warning and actionable threat intelligence. Advances statewide efforts to identify, assess, and prevent targeted violence by detecting extremist narratives and grievance-based mobilization signaling potential threats. Handles developing critical incidents, receiving tips and leads, and providing efficient information sharing with partner agencies during active incidents or investigations. Note, to be considered for this position, you must meet one of the following options for consideration. Proven Experience, Knowledge, Skills Six (6) years of relevant experience in in targeted violence prevention, behavioral threat assessment and management (BTAM), regional public safety program management, violent prevention strategy, training and capacity building, or intelligence analysis. OR Education and Experience, Knowledge, Skills A combination of related education and/or relevant experience in an occupation related to the work assigned equal to six (6) years. Related Education: Criminal Justice, Intelligence Studies, Public Policy, Emergency Management, Public Health, Behavioral Health, Social Sciences, or a closely related field Preferred Qualifications and Competencies Targeted Violence & Threat Assessment: Demonstrated experience with behavioral threat assessment and management (BTAM) principles, evaluating tips/leads, identifying indicators of concerning behaviors, and applying best practices in the field to cases of individuals of concern for potential targeted violence risk.. Program Administration & Stakeholder Engagement: Experience developing regional outreach networks, facilitating working groups, conducting strategic planning, and building inter-agency trust with local, state and federal partners across diverse disciplines. Data Analysis & Evaluation: Ability to design program evaluation measures, collect/analyze qualitative and quantitative data, identify regional gaps, author formal reports for leadership and executive policymakers, and contribute to policy formation for targeted violence prevention. Information Sharing & Compliance: Functional understanding of privacy, civil rights, and civil liberties frameworks, as well as relevant information-sharing regulations (e.g., 28 CFR Part 23, HIPAA, FERPA). Training & Facilitation: Proven ability to tailor complex subject matter for diverse audiences, design and deliver training modules, and present to multi-disciplinary partners.
