Drinking Water Sampling Personnel – Shasta-Trinity National Forest, California

Project Overview

I-2-I Solutions is seeking qualified drinking-water sampling personnel to support potable-water sampling services at U.S. Forest Service administrative sites throughout the Shasta-Trinity National Forest in Northern California .

The work covers 10 water-system sites located along Highway 36, Highway 299W, Highway 3, Interstate 5, and Highway 89. The required services include collection, storage, and transportation of drinking-water samples in accordance with applicable State and Federal requirements and the site-specific Bacteriological Sample Siting Plans (BSSPs).

Required Qualifications

Sampling personnel must be properly trained and qualified to collect drinking-water samples.

Samplers must have either:

• A minimum current California Level 1 Distribution System Operator certification , and/or
• Specialized drinking-water sampling experience and education sufficient to qualify the individual as a properly trained and qualified sampler.

Sampling Responsibilities

Responsibilities include:

• Collecting routine drinking-water samples for Total Coliform and E. coli Presence/Absence testing .
• Collecting samples from the locations identified in the applicable BSSP.
• Measuring and documenting residual chlorine for bacteriological samples.
• Properly storing and transporting collected drinking-water samples.
• Following the approved laboratory's test-specific sample collection instructions.
• Following applicable State and Federal drinking-water sampling requirements.
• Collecting additional or repeat samples when directed and in accordance with the BSSP.
• Collecting optional chemical samples when required, except for Lead & Copper samples, which will be collected by Forest Service personnel.

Routine Sampling Frequency

Routine bacteriological samples are to be collected within the first half of the applicable sampling month .

Sampling frequency includes:

• Yolla Bolla Corp Yard: one routine bacteriological sample monthly .
• Other Forest Service water systems identified for quarterly monitoring: one routine sample per quarter .

Quarters are defined as:

• 1st Quarter: January-March
• 2nd Quarter: April-June
• 3rd Quarter: July-September
• 4th Quarter: October-December

Sampling Locations

Routine work is organized by the following routes:

Highway 36

• Harrison Gulch Ranger Station / USFS Yolla Bolla Corp Yard

Highway 299W

• Junction City Guard Station
• Big Bar Ranger Station
• Burnt Ranch Guard Station

Highway 3

• Mule Creek Guard Station
• Coffee Creek Guard Station

Interstate 5

• Sims Guard Station
• Lakeshore Guard Station
• Turntable Bay Work Center

Highway 89

• Ash Creek Guard Station

All sites located along the same sampling route are to be sampled during the same day for routine sampling.

Site Coordination

When sampling requires access coordination with Forest Service personnel, advance coordination is required.

The project requires:

• Coordination at least 48 hours in advance where access is needed.
• 14-day notification prior to sampling visits , particularly where interior access, residences, barracks, or source sampling locations are involved.

Site Issues During Sampling

If a sampling location is malfunctioning or inaccessible, sampling personnel may be required to:

• Report malfunctioning sampling locations or water leaks.
• Provide a photograph and short description of the issue.
• Take a representative sample at another approved location shown on the site map when the designated sampling point is not usable.

Repeat Sampling

Following a Total Coliform or E. coli Present result, repeat sampling may be required.

Sampling personnel must be able to:

• Take or accept repeat samples within 24 hours of laboratory notification of a Present result .
• Coordinate repeat sampling with the designated project point of contact.
• Collect repeat samples according to the applicable BSSP.
• Perform the required repeat set unless additional sampling is specifically directed.

The BSSPs identify the specific routine, upstream, downstream, and source locations to be used for repeat sampling.

Project Period

The project includes:

• Base Year: October 1, 2026-December 31, 2026
• Option Year 1: January 1, 2027-December 31, 2027
• Option Year 2: January 1, 2028-December 31, 2028

Important Note

Lead & Copper sample collection is not part of this sampling role. Those samples will be collected by Forest Service personnel.
