REGIONAL DIRECTOR OF CLINICAL OPERATIONS AND HOUSING COMPLIANCE
POSITION DESCRIPTION Department: Housing & Clinical Operations FLSA Status: Exempt Location: Regional (Multi-site Oversight) POSITION SUMMARY The Regional Director of Clinical Operations & Compliance provides multi-site leadership across Bethesda Housing entities to ensure compliance, clinical excellence, and consistent operational execution in Assisted Living. This role partners closely with Licensed Assisted Living Directors (LALD) and Clinical Nurse Supervisors to maintain regulatory readiness, uphold organizational policy, and drive best-practice standards. The manager leads audits, mock surveys, quality improvement initiatives, and policy governance, and will serve as interim LALD or Clinical Nurse Supervisor during vacancies to protect continuity of care and compliance. JOB RELATIONSHIPS a) Reports to: Vice President of Senior Services b) Primary Interrelationships with: Housing Director's; the Director of Bethesda at Home (Home Health and Hospice), and Director of Club Bethesda. c) Secondary Interrelationships: all Bethesda team members & Department Directors. d) Supervisory Responsibilities: shared supervision of Clinical Nurse Supervisors in partnership with assigned Housing Directors.• Clinical authority (licensed nursing oversight)
• Operational authority (housing operations, staffing logistics, environment, resident services) SCOPE OF WORK AND REQUIREMENTS Hours of Work: Salaried position, typically business hours Monday-Friday with some flexibility. May work some evenings and weekends to accommodate staff support and prospective residents and families. Dress Code: Professional dress appropriate to a healthcare business environment. Working Conditions a) Regular Travel between all housing communities. b) Standard office environment with periodic on-site assessments in housing and clinical settings. Physical Demands of the Job: Light duty work including sitting, computer use, and occasional lifting/set-up for events. Essential Requirements of Position: (Minimum qualifications necessary to function in role.)
• Bachelor's degree in nursing (BSN) and active RN License
• 3-5 years of experience in senior services, assisted living, compliance, or healthcare leadership.
• Knowledge of housing regulations, assisted living/state licensing requirements, and clinical compliance standards. Preferred
• Licensed Assisted Living Director (LALD), Healthcare Administration or related field.
• Experience in senior living, long-term care, or housing management.
• Quality improvement or compliance certification (e.g., CHC, QAPI, CALA).
• Experience supervising or supporting multiple sites or teams. Personal

• Valid Driver's License and driving record in good standing. PRINCIPAL JOB RESPONSIBILITIES Regulatory Compliance & Survey Readiness
• Ensure compliance with state and federal housing, assisted living, and clinical regulations.
• Monitor regulatory changes and update policies accordingly.
• Oversee readiness for surveys and licensing reviews.
• Lead compliance audits and mock surveys; drive corrective actions. Policy Governance & Implementation
• Develop and update policies and procedures across housing entities.
• Ensure consistent implementation by Housing Directors and Clinical Nurse Supervisors.
• Provide training on regulatory expectations and policy changes.
• Organize and facilitate Quarterly QAPI Meetings, in accordance with Assisted Living regulations. Co-Supervision of Clinical Nurse Supervisors & Operational Support
• Provide shared supervision of Clinical Nurse Supervisors in partnership with Housing Directors, maintaining primary oversight of clinical practice, nursing standards, and regulatory compliance while collaborating on operational performance, staff coordination, and resident service integration.
• Establish and maintain consistent expectations and accountability for Clinical Nurse Supervisors, including performance metrics related to quality outcomes, staff competency, documentation accuracy, and compliance with all applicable state, federal, and organizational requirements.
• Support professional development and consistent clinical practices through regular meetings, rounding, and performance reviews with Clinical Nurse Supervisors, enabling effective oversight of care teams, problem-solving of operational challenges, and standardization across communities.
• Collaborate with Housing Directors and Clinical Nurse Supervisors to align clinical services with housing operations, community needs, and staffing; support recruitment and onboarding; participate in performance evaluations; and ensure consistent expectations, accountability, and corrective or developmental action processes.
• Serve as the clinical escalation authority for complex clinical, resident, staffing, or disciplinary issues; assist with care transitions and quality concerns; partner with Housing Directors on operational resolution; and promote a culture of safety, continuous improvement, and evidence-based practice.
• Assume interim LALD or Clinical Nurse Supervisor responsibilities, as needed, to support consistent leadership, regulatory compliance, and quality care during extended absences or position vacancies. Quality Improvement & Risk Management
• Lead quality improvement initiatives to enhance safety and outcomes.
• Review incidents, medication errors, and compliance logs; implement solutions.
• Collaborate with teams to reduce risk and improve documentation.
• Lead Vulnerable Adult Investigations Program Sustainability- Service Line Development & Revenue Optimization
• Leads clinical strategy to maximize utilization of contracted services across all regional programs.
• Partners with leadership to identify, develop, and expand reimbursable service lines, including Elderly Waiver (EW) and housing support models.
• Ensure clinical documentation, staffing models, and care delivery align with payer requirements and billing eligibility.
• Monitors service utilization trends and recommend program adjustments to increase revenue capture without compromising care quality.
• Collaborates with finance and operations to evaluate service margins, staffing efficiency, and return on program investments. Training, Onboarding & Education
• Deliver compliance, documentation, and regulatory training.
• Coordinate onboarding for new Housing Directors and Clinical Nurse Supervisors.
• Support a culture of continuous improvement. Collaboration & Communication
• Collaborate with Senior leadership to align goals.
• Facilitate cross-department communication for coordinated care.
• Participate in leadership meetings, policy committees, and QA activities. Professional and Organizational Development
• Participate in the annual performance evaluation process and establish yearly professional goals.
• Attend and complete all required in-service training and development programs.
• Maintain a professional, positive, and service-oriented demeanor with residents, staff, and visitors.
