1. REQUIREMENTS: Vendor must provide a resource with the following:
   1. Minimum Years of Experience, Skills, and Qualifications

1. 8 - Solving complex data problems and delivering actionable insights for business decision-making.
2. 8 - Advanced proficiency in data management, including data cleansing, validation, and stewardship for large enterprise systems.
3. 8 - Proven expertise in cloud data migration, utilizing platforms such as Snowflake and Informatica PowerCenter for both on-premises and cloud environments.
4. 8 - Experience planning and executing migration of data from multiple legacy applications, handling large data volumes and diverse data sources.
5. 8 - Strong background in designing, developing, and automating ETL/ELT pipelines for efficient data integration and transformation.
6. 8 - Ability to create, maintain, and optimize dashboards and reports using visualization tools such as Tableau, Cognos, and Jaspersoft.
7. 8 - Skilled in collaborating with cross-functional teams and third-party vendors to resolve data dependencies, gaps, and technical challenges.
8. 8 - Ability to independently perform a variety of complicated tasks, relying on experience and judgment to plan and accomplish goals.
9. 8 - High degree of creativity and latitude in designing solutions, adapting to new technologies, and implementing innovative approaches.
10. 8 - Experience in data analysis and automation using Python and other relevant programming languages.
11. 8 - Knowledge of industry domains such as construction, asset management, and pharma, with the ability to apply data expertise across sectors.
12. 8 - Commitment to continuous learning and professional development, including certifications in Snowflake Data Engineering and AWS Cloud Practitioner.
13. Preferred Skills and Qualifications
    1. (8+ years) in migrating and analyzing data from TxDOT legacy applications to modern platforms, including cloud-based solutions like Snowflake and Informatica PowerCenter.
    2. Advanced proficiency in data cleansing, validation, and stewardship for TxDOTCONNECT and related transportation systems, ensuring high data quality and integrity.
    3. Demonstrated ability to design, develop, and automate ETL/ELT pipelines for TxDOT enterprise data, supporting efficient integration and transformation of large, complex datasets.
       Expertise in creating and maintaining dashboards and reports using Tableau and Jaspersoft, providing actionable insights for TxDOT business decision-making.
    4. Proven track record of independently planning and executing complicated data analysis tasks for TxDOT projects, relying on experience, judgment, creativity, and a wide degree of latitude to accomplish goals.
14. Eligibility to Work: Vendor must ensure Resources retain the authorization to legally work in the United States throughout the term of each engagement based on the length of term period identified in the contract. Documentation of such authorizations must be provided prior to engagement.

1. TXDOT WORK TO BE ACCOMPLISHED:
   1. A Data Analyst/Report Writer 3 is needed to work with the Public Transportation Division's Transit Grants Enterprise Management System (TGEMS). The Data Analyst will play a pivotal role in supporting complex data migration and analysis initiatives, leveraging a deep understanding of denormalized data structures and advanced data management techniques. This individual will demonstrate the ability to quickly adapt to new systems and schemas, proactively identify dependencies and gaps, and communicate technical needs with clarity and professionalism.
   2. The worker's responsibilities and skills must include:

• Collaborating with third-party vendors, validating alternative solutions, and maintaining a solutions-oriented mindset.
• Create transparent dashboards to track progress, provide visibility to stakeholders, and ensure accountability through precise reporting.
• Strong project management skills are essential, including surfacing risks, proposing mitigations, and delivering timely status updates.
• Beyond technical expertise, the Data Analyst will foster a collaborative team environment, share knowledge generously, and serve as a mentor-level resource for others.
• Their involvement will be critical throughout project go-live and hypercare phases, ensuring successful outcomes and continuous improvement.
