Transit Funding & Compliance Manager - Mass Transit Department

Once attained the Transit Funding & Compliance Manager ensures that the Department is in compliance with all aspects of the funding sources. The Manager is also responsible for managing and reporting financial and operational information in compliance with all sources of funding. The Manager supervises other sources of revenue, e.g., bus wrap and bus shelters advertising. The Manager will manage others and will report directly to the Transit Finance Manager of Mass Transit. Examples of Duties Research transportation federal and state grants, community opportunities, and any other funding source available to mass transit systems, including capital and operations. Once identified, strategizes with the Finance Manager and Mass Transit Director to leverage funds for maximizing grant and other opportunities. Responsible for ongoing administration, monitoring, and reporting for all active grant projects as required by funding sources and federal/state regulations by assuring compliance with requirements. Monitoring and managing fund balances for each grant/opportunity and resolve conflicts between the County and funding entities. Works with Financial Manager to maintain appropriate cash balances for operations. Provides consultation and assistance to internal divisions in the preparation of grant applications and support documentation to maximize the competitiveness and compliance with grant requirements, including the preparation of budget and financing plan documentation for grant applications. Serves as a liaison with employees, current and potential funding sources, and external organizations by representing the County at a variety of meetings, public events, training sessions, on committees, and other related events. Compiles, interprets, and applies demographic and statistical information necessary for grant applications. Creates, tracks, and maintains grant database. Performs other duties as assigned or required. Typical Qualifications Minimum Qualification Requirements: Training and Experience: Bachelor’s degree in Finance, Government Policy, Grants Management, Human Services, Public Administration, Urban Planning, or a related field and at least three years of experience in a grant management role; or a combination of education and experience equivalent to these requirements. License and Certifications: Valid driver's license from state of residence. Knowledge, Skills, Abilities, and Other Characteristics (KSAOs): Applicable Federal, State, and local laws, rules, regulations, codes, and/or statutes. Grant management principles and practices. Research methods. Analyzing and compiling technical and statistical information. Preparing grants, technical reports, proposals, and correspondence. Administering grants. Performing mathematical and statistical calculations. Analyzing problems, identifying alternative solutions, projecting consequences of proposed actions, and making recommendations in support of goals. Conducting research. Performing cost/benefit analyses. Interpret and apply applicable laws, rules, and regulations. Communication and interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction. Emergency Management Responsibilities During emergency conditions, the incumbent of this position will automatically be considered an emergency service worker. This employee is subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation and is expected to perform emergency service duties, as assigned. Physical Requirements Positions in this class typically require grasping, talking, hearing, seeing, finger and hand dexterity, as well as repetitive motions. Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work. Incumbents may be subjected to travel.
