Senior Business Analyst - Application Modernization

Position Overview

We are seeking an experienced Senior Business Analyst to support a large-scale enterprise application modernization initiative. The selected consultant will work closely with business stakeholders, product leadership, technical teams, developers, data specialists, and other project participants to document current-state functionality, identify opportunities for improvement, and translate business needs into clear requirements and user stories.

This is a highly visible role supporting a multi-year modernization program involving the replacement or transformation of a mission-critical legacy application. The ideal candidate will have strong experience with requirements gathering, legacy-system analysis, business process improvement, Agile delivery, application testing, and User Acceptance Testing (UAT).

The Senior Business Analyst must be comfortable working independently while also collaborating extensively with both technical and non-technical stakeholders.

Key Responsibilities

• Analyze and document existing business processes, system requirements, workflows, and application functionality.

• Ensure critical legacy-system functionality is identified and accounted for during modernization.

• Facilitate requirements-gathering sessions with business stakeholders and subject matter experts.

• Prioritize business and functional requirements based on operational needs, policies, regulations, and project objectives.

• Identify gaps, inefficiencies, and opportunities for business process improvement.

• Recommend system enhancements and new capabilities that provide measurable business value.

• Translate business requirements into clearly defined user stories, functional requirements, and acceptance criteria.

• Work closely with the Product Manager, Product Owner, developers, data specialists, architects, and other technical team members.

• Help ensure business requirements are accurately understood and implemented by the technical delivery team.

• Participate in discussions related to application architecture, integrations, platforms, data requirements, and modernization approaches.

• Develop and execute functional testing strategies for major application changes.

• Coordinate and support User Acceptance Testing (UAT).

• Validate system functionality to ensure delivered solutions meet documented business requirements.

• Document defects, functional gaps, testing results, and recommended corrections.

• Support change-management, end-user adoption, training, and implementation activities.

• Identify project risks, dependencies, issues, and potential impediments.

• Provide recommendations and regular project updates to project leadership and business stakeholders.

• Ensure requirements and proposed solutions align with applicable security, accessibility, privacy, and compliance standards.

Required Qualifications

• 7+ years of Business Analyst experience , including at least 3 years in a Senior Business Analyst role .

• Demonstrated experience analyzing legacy enterprise applications.

• Experience supporting application modernization, digital transformation, or major system replacement initiatives.

• Strong requirements-gathering and requirements-documentation experience.

• Proven ability to translate business requirements into clear user stories and acceptance criteria.

• Experience working within Agile/Scrum delivery environments.

• Experience using tools such as Azure DevOps, Jira, or similar Agile project-management platforms .

• Significant experience testing large or complex enterprise applications.

• Experience leading or coordinating User Acceptance Testing (UAT) .

• Strong understanding of business process analysis and workflow documentation.

• Excellent written and verbal communication skills.

• Ability to communicate effectively with technical teams, executives, operational stakeholders, and subject matter experts.

• Strong organizational, analytical, problem-solving, and prioritization skills.

• Ability to manage multiple priorities and competing requirements.

Highly Desired Qualifications

• Experience supporting enterprise application modernization , including migration from legacy platforms to modern architectures.

• Experience with business process reengineering and continuous process improvement .

• Understanding of WCAG 2.1 accessibility requirements .

• Experience working within regulated or public-sector environments.

• Previous experience supporting state, local, or federal government organizations.

• Familiarity with security, privacy, accessibility, and regulatory compliance requirements associated with enterprise applications.

• Relevant Business Analysis, Agile, product-management, or similar professional certifications.

• YAFOS Certification, if applicable.

Ideal Candidate Profile

The ideal candidate combines strong business-analysis fundamentals with hands-on modernization and testing experience. This person should be comfortable reviewing an existing legacy application in detail, understanding how users currently perform their work, determining which functionality must be retained, and recommending improvements for the future-state solution.

Candidates should also be capable of challenging existing processes constructively, presenting recommendations to stakeholders, and working closely with technical delivery teams throughout design, development, testing, and implementation.

Additional Requirements

• Contractors must comply with all applicable information-security and equipment-use policies.

• Government or client-issued equipment must remain within the United States when required by the engagement.
