DIVISION OVERVIEW:

Goodwill SWPA’s Human Services division is responsible for making Goodwill’s overarching vision a reality: enhancing people’s dignity and quality of life by strengthening communities and helping those with barriers to employment reach their full potential through workforce education and support. The Human Services division fulfills this mission providing high quality, outcome-oriented services for program participants by utilizing a comprehensive service delivery model covering a broad array of social programs.

DEPARTMENT OVERVIEW:

Within the Human Services Division is the Education, Training, and Client Services department, which provides educational programming designed to develop skillsets that increase participant employability, as well as additional client services to help remove barriers to employment. The department provides free classes to eligible community members, primarily High School Equivalency (HiSET/GED) test preparation, Digital Literacy, Computer Skills, and English as a Second Language. Client services offered by the department include support and coordination of services and resources, both with Goodwill and external community partners. Programming operations included in these community services include Goodwill’s Opportunity Centers and the Welcome Center.

PROGRAM SUMMARY:

This position is tied to Section 243 of the Federal Adult Education and Family Literacy Act (AEFLA), enacted through Title II of the Workforce Innovation and Opportunity Act (WIOA). Section 243 awards funding through the Pennsylvania Department of Education (PDE) for a variety of services, including integrated English literacy and civics education (IELCE), and integrated education and training (IET). IELCE and IET funding provides education services to adult English language learners, including professionals with degrees or credentials in their native countries. The goal of these services is to support limited-English proficient populations in achieving competency in the English language and acquire both basic and advanced skills needed to function effectively as U.S. citizens. In addition to instruction in English language acquisition and improved literacy, IELCE services also provide instruction on the rights and responsibilities of citizenship and civic participation. This funding stream can also include workforce preparation and training services designed to place English language learners in unsubsidized employment in high demand industries and occupations, with the goal of achieving economic self-sufficiency.

POSITION SUMMARY:

The Adult Education Coordinator supervises instruction and teachers for Goodwill’s Adult Education programs, specifically including the Section 243 Integrated English Literacy and Civics Education (IELCE) and Integrated Education and Training (IET) programs. They hold an in-depth understanding of our students, class schedules, instructional methods and data flow. Operating as an integral part of the education team, the coordinator collaborates alongside the Data Quality Specialist to maintain timely and accurate data entry within the eData system and all relevant Goodwill Systems. Responsibilities also include advising a small group of students, supporting transitions out of the program into employment or training, overseeing contextualized civics and workforce integration, and serving as a backup administrator for the Goodwill testing center.

Through collaboration with community partners, the coordinator fosters partnerships and drives positive participant outcomes while adhering to organizational best practices in a culturally competent and collaborative workplace. Ultimately, the position supports continuous improvement efforts and upholds Goodwill's mission to empower individuals through education and employment.

Status:  Regular, Full-time, Exempt.

Location:  Workforce Development Center - 118 52nd St, Pittsburgh, PA 15201.

External Hiring Range: $49,000 - $53,000 per annum.

Schedule:  Monday - Friday, some evenings may be required.

Travel:  Frequent travel within Allegheny county is required. 

RESPONSIBILITIES:
Included but not limited to:

Program Management:

• Serve on hiring panels for new instructional and support staff, and provide onboarding, supervision, evaluation, and ongoing support for direct reports, including Teachers and and Instruction Specialist.
• Maintain knowledge of best instructional practices and facilitate staff development.
• Maintain relationships with community and workforce development partners, present program information, recruit students, and collaborate on resources to help students overcome barriers.
• Collaborate with the Program Improvement Team (PIT) for continuous quality improvement.
• Analyze data trends to effectively manage the frequency of orientation and assessment.
• Meet weekly with the IELCE teacher to review student attendance and participation and report findings to the Director of Education.

Service Delivery:

• Advise a cohort of students every 8 weeks by providing scheduling support, barrier resolution, goal setting, referrals and progress updates.
• Provide substitute instructional coverage as needed when regular instructors have time off to ensure continuity of student learning.
• Support student orientation and testing regularly, remaining cross-trained on all student-facing processes.
• Obtain and maintain all relevant certification for NRS- recognized assessments - (including TABE 13/14, BEST Plus 3.0, and BEST Literacy 2.0) and remote proctoring guidelines to assist with testing in alignment with state policy.
• Obtain proctor certifications for all test companies and support the test center staff.
• Foster an inclusive, accessible, and culturally responsive learning environment that supports diverse student needs and learning styles.

Compliance, Evaluation, Metrics and Reporting:

• Monitor and report all outcomes such as employment placement, retention, wages, and educational milestones and metrics for co-enrolled students
• Assist with student completion of adult student post-secondary enrollment certification and communicate with the Pennsylvania Department of Education.
• Input and maintain all information related to participant activity such as case notes, attendance records, contacting employers to verify employment and conducting classroom or job site visits.
• Perform bi-weekly quality control by running eData reports to monitor for inconsistencies.
• Compile a monthly Data Progress Report tracking EFL gain, job acquisition and retention, credential attainment, and Civics Education outcome measures.

Policies and Standards:

• Be aware of and follow guidelines for all applicable regulatory entities such as Literacy Pittsburgh, Department of Public Welfare, Department of Labor and PA Department of Education.

QUALIFICATIONS:

Education and Years of Experience:

• Bachelor's Degree in Education, Teaching, or other related field AND 3+ years of relevant. experience.

Required:

• Experience in Human Services, Adult Education, Case Management, or Service Coordination. 

Preferred:

• Prior leadership and/or supervisory experience. 

REQUIRED CLEARANCES, LICENSES, AND CERTIFICATIONS:

• Qualified candidates must have a valid driver's license, active insurance policy, and reliable transportation for local travel.
• Candidates are expected to complete background checks assigned by Goodwill SWPA, including a National Criminal Background check, prior to their first day of employment.
• Candidates are expected to provide current, valid clearances (Child Abuse Clearance, FBI Fingerprints Clearance, and PATCH) prior to their first day of employment.
