Program Manager

We are seeking a qualified Program Manager (PM) to manage non-personal security, administrative, and safety operations support services across Aberdeen Proving Ground (APG), supporting the Aberdeen Test Center (ATC) and Army Test and Evaluation Command (ATEC) Headquarters. Key Responsibilities Oversee daily workflows, tasks, and scheduling for prime and subcontractor personnel across multiple facilities. Ensure continuous operational coverage. Complete initial site orientation on local system configurations (e.g., Lenel, DISS) and assume sole responsibility for training subsequent contract personnel. Develop, implement, and maintain a comprehensive Contractor Standard Operating Procedure (SOP) to achieve required security outcomes. Manage shift scheduling, verify workforce qualifications, and submit required documentation to the COR. Provide updated personnel rosters monthly. Ensure immediate retrieval of all Government‑issued items (badges, property, keys) within 24 hours of any employee's departure. Requirements Must be a United States citizen and must possess and maintain an active SECRET personnel security clearance. Minimum of a High School Diploma or GED equivalent. Baseline proficiency with standard security tracking tools (e.g., DISS) and Microsoft Office Suite / SharePoint.
