Job Summary
Under administrative direction, oversees Tulsa County's technology strategy and ensures all technology initiatives align with goals set by the Board of County Commissioners. The CIO manages technology infrastructure, cybersecurity, service management, and customer coordination, and directs the effective use of technology resources while leading and developing the IT team by performing the following duties.

Job Description ESSENTIAL JOB FUNCTIONS
LANGUAGE SKILLS Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to effectively present information to top management, public groups, and/or boards of directors. MATHEMATICAL SKILLS Ability to apply advanced mathematical concepts related to the technology field as well as statistical analysis. REASONING ABILITY Ability to facilitate and solve problems creatively, synthesize many inputs and provide sound judgement. Ability to work at both strategic and tactical level. Ability to apply working knowledge of process reengineering methods. CERTIFICATES, LICENSES, REGISTRATIONS Certified Information Systems Security Professional (CISSP) preferred or ability to obtain with 6months of hired Criminal Justice Information Services Security and Privacy Training (CJIS) PHYSICAL DEMANDS The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Job Description ESSENTIAL JOB FUNCTIONS
- Develops, communicates, and executes a county wide technology vision and strategy that supports the goals established by the Board of County Commissioners.
- Oversee the planning, implementation, security, and maintenance of all county technology systems, infrastructure, network, and data assets.
- Oversee cybersecurity operations to protect county systems from threats, ensure data integrity, and maintain disaster recovery and business continuity capabilities.
- Leads the Information Technology Department by directing staffing, managing performance, and developing staff to maintain a skilled, high-performing team that strengthens the county's overall technology capabilities.
- Establishes and maintains collaborative relationships with elected officials, department leaders, and external partners to advance technology initiatives and improve service delivery.
- Manages the department budget, monitors expenditures, and ensures effective and efficient use of technology resources.
- Identifies emerging technologies and evaluates their potential to improve county operations, service management, and customer experience.
- Ensures compliance with all applicable laws, regulations, policies, standards, and security requirements related to technology and data governance.
- Develops and enforces policies, procedures, and standards for the management, security, and use of county technology resources.
- Provides high-level oversight of technology projects, ensuring successful planning, execution, monitoring, and completion.
- Evaluate, implement, and govern the use of artificial intelligence and automation technologies to improve service delivery, enhance operational efficiency, strengthen decision-making, and support county wide strategic objectives; ensure responsible, ethical, and secure use of AI in all county systems and processes.
- Information technology systems, infrastructure, cybersecurity, applications, and emerging technologies.
- federal, state, and local regulations related to information technology, data governance, privacy, and security.
- Enterprises IT architecture, including services, storage, networking, cloud computing, virtualization, and hybrid environments.
- Software development, system integration, application lifecycle management, and digital transformation strategies.
- Organizational change management and strategies for leading technology adoption across diverse user groups.
- Procurement processes, vendor management, contract negotiations, and evaluation of technology solutions and proposals.
- AI technologies, automation tools, machine learning applications, and responsible AI governance practices.
- Leadership, team development, and building high-performing technical teams
- Budget development and financial management.
- Project management, including prioritizing tasks, managing timelines, and coordinating cross-functional teams.
- Applying emerging technologies, such as AI, automation, and data analytics, to improve operations and service delivery.
