Construction Manager - Rail & Transit

Construction Manager - Rail & Transit Location: Alexandria, VA. This full‑time, on‑site position requires an employee to be physically present in the office. Company vehicle usage is available. RINA is recruiting a Construction Manager to join its North America Infrastructure & Mobility Division, working on the Transforming Rail in Virginia (TRV) Program with CSX Transportation. The program delivers high‑performance passenger and commuter rail service, enhances connectivity, and supports economic growth across Virginia. Compensation $100,000 - $120,000, commensurate with education and experience. Responsibilities The Construction Manager will oversee daily construction contract work, ensuring compliance with CSXT’s safety, quality, cost, and schedule objectives as outlined in the contract documents. Key duties include: Review contractors' work, conduct field inspections and investigations to ensure effective performance and conformance with contract documents, project plans, and specifications. Check construction records and document progress to identify schedule and cost issues, making recommendations as needed. Hold periodic conferences with project personnel to review work plans and responsibilities. Conduct regular safety inspections. Recommend approval of variations from plans and specifications. Coordinate installation activities. Review technical correspondence with contractors to ensure technical accuracy and promptness of payments. Ensure budgetary goals are met and work is performed on time and cost‑effectively. Obtain necessary certifications to advance construction and ensure proper project closeout. Compute construction quantities and prepare reports for interim and final payments. Review subcontractor work to ensure contract compliance, reporting discrepancies to the Resident Engineer. Maintain a daily project diary, files, test reports, etc., as directed by the Resident Engineer or Project Manager. Perform load counts of material delivered to construction sites. Obtain material samples for laboratory testing. Inspect construction materials at source and on project sites for conformance to specifications. Confer with contractor representatives, state and other officials concerning construction work. Qualifications 10+ years of railroad construction experience; Class I experience required. Experience overseeing railroad contractors. Experience reading and interpreting contract documents. Experience with special track fabrication and installation and/or heavy civil construction. High School Diploma or GED; Bachelor’s Degree preferred. Familiarity with electronic file management systems, such as e‑Builder. Experience with rail & transit mainlines, yards, and structures preferred. Additional Requirements Valid driver’s license.
