  • Salary Range: $95,347.20 – $143,020.80 annually

The Clinic Manager II for Primary Care oversees the comprehensive operations of assigned clinics to ensure efficient operations, exceptional patient experiences, high-quality services, and a positive work environment for employees. The Clinic Manager II provides strategic and operational leadership for complex clinic environments and additional organizational responsibilities.

The Clinic Manager II is responsible for advancing Island Health’s purpose and values through strategic planning, financial management, provider partnership, workforce development, process improvement, quality outcomes, and service line optimization. This position performs a variety of complex activities involving clinic operations, financial performance, provider productivity, staffing, facilities, regulatory compliance, and patient satisfaction.

What you will be doing:

Strategic Leadership and Clinic Operations:

  • Provides strategic and operational leadership for assigned clinics, ensuring alignment with Island Health goals, objectives, policies, and values.
  • Establishes, implements, and evaluates goals, procedures, and systems that promote exemplary customer service, efficiency, productivity, quality outcomes, and continuous improvement.
  • Leads operational planning initiatives and brings forward knowledge of healthcare industry and best practices to support service line growth and improvement.
  • Directs Clinic Supervisors and Leads in the assignment of staff schedules, daily operations, training, workflow management, and performance expectations.
  • Manages complex operational issues, identifies opportunities for improvement, and implements solutions to enhance patient and employee experience.
  • Partners with leaders across departments to optimize resources, workflows, and patient care delivery.

Provider Leadership and Service Line Management:

  • Develops and maintains effective partnerships with physicians, advanced practice providers, and clinical leaders to maximize provider effectiveness and support organizational goals.
  • Reviews provider productivity metrics, including patient visits and work scheduled patient facing hours, and collaborates with providers to optimize scheduling protocols, templates, access, and operational workflows.
  • Supports and leads physician practice-building, outreach activities, provider engagement, and retention initiatives.
  • Manages service line operations across departments to promote efficient patient care delivery and effective utilization of organizational resources.
  • Collaborates with physician leaders and operational departments to improve coordination between clinic operations and related service areas.

Compliance, Quality, and Patient Experience:

  • Ensures compliance with HIPAA Compliance Policies, Confidentiality Agreements, and applicable Federal, State, and Local regulations.
  • Provides leadership in meeting requirements established by DNV, ISO, Rural Health Clinic standards, and other applicable regulatory requirements.
  • Partners with Quality, Safety, and Risk Management teams to support quality improvement initiatives, compliance measures, and patient safety goals.
  • Reviews patient complaints and service recovery opportunities to ensure timely resolution, appropriate communication, required reporting, and implementation of improvement initiatives.
  • Actively engages staff and providers in process improvement activities to enhance quality, safety, efficiency, and patient satisfaction.
  • Partners with providers to identify and lead clinic-level initiatives focused on improving care delivery, patient experience, and patient satisfaction.
  • Maintains staff certification and competency documentation to ensure compliance with organizational requirements.

Financial Management and Resource Planning:

  • Develops and manages annual clinic budgets in collaboration with the Senior Leadership.
  • Prepares and reviews monthly financial reports, analyzes budget variances, and implements corrective actions or course corrections to achieve financial goals.
  • Monitors clinic financial performance, including productivity, resource utilization, plans for course corrections with direct leader, leads implementations and operational efficiencies.
  • Oversee supplies, equipment, and capital planning processes, including preparation and management of capital budget requests.
  • Ensures compliance with Island Health policies and procedures related to procurement, payment systems, and resource management.

Workforce Leadership and Development:

  • Provides leadership and direction to Supervisors and Leads responsible for daily staff operations, scheduling, training, and performance management.
  • Partners with Human Resources to recruit, interview, hire, and onboard employees.
  • Conducts performance evaluations, provides coaching and development opportunities, and supports employee engagement initiatives.
  • Coordinates progressive discipline processes with Human Resources in accordance with Island Health policies and practices.
  • Identifies workforce development needs and implements strategies to support employee growth, competency, and retention.
  • Ensures employees maintain appropriate training, certifications, and competencies required for their roles.

Technology and Operational Systems:

  • Facilitates technology systems unique to the clinic or service line and supports the effective use of electronic medical record systems, specialty care applications, reporting tools, and workflow technologies
  • Partners with Information Services to support system implementation, training, troubleshooting, optimization, and ongoing improvements.
  • Identifies opportunities to leverage technology to increase efficiency, accuracy, and operational effectiveness.

Administrative Leadership:

  • Prepares and leads monthly clinic staff and provider meetings.
  • Coordinates clinic communications, operational updates, and organizational initiatives.
  • Coordinates with external vendors and community organizations to support enhanced patient services and operational opportunities.
  • Performs other duties as assigned.

What you will bring to the role:

  • Bachelor’s degree in a relevant field; healthcare, business, leadership, science, or related discipline preferred. Equivalent combination of education and experience may be considered.
  • Master’s degree in healthcare administration, business administration, leadership, or a related field preferred.
  • Minimum of five (5) years progressively responsible experience in healthcare operations, outpatient physician practice management, or related healthcare leadership experience preferred.
  • Minimum of three (3) years leadership experience managing healthcare teams, providers, supervisors, or complex operational functions preferred.
  • Experience managing provider productivity, financial performance, service lines, or multi-department healthcare operations strongly preferred.
  • Strong strategic planning, financial management, operational leadership, and healthcare administration skills.
  • Excellent written and verbal communication skills with the ability to effectively interact with physicians, advanced practice providers, leaders, employees, patients, community partners, and external organizations.
  • Demonstrated ability to coach and develop effective teams and influence outcomes across multiple disciplines.
  • Strong analytical skills with the ability to interpret financial, operational, productivity, and quality data to support decision-making.
  • Ability to identify opportunities for improvement, implement change, and manage competing priorities in a complex healthcare environment.
  • Demonstrated ability to establish priorities, organize workload, and achieve results independently.
  • Proficient with Microsoft Office Suite and healthcare information systems, including electronic medical record systems.
  • Ability to establish and maintain effective working relationships with employees, providers, leaders, and members of the general public.
