Development Manager Dispatchable Lead This position will lead the Generation Development Project Managers and oversee the technical evaluation, due diligence, and development of conceptual and proposed generation projects within the Corporate and Project Development (CPD) organization. It involves initiating and developing combustion turbine and other dispatchable generation projects, ensuring adherence to technical standards across regions, and collaborating with multi‑disciplinary teams to define technical and performance parameters that align with corporate strategy and engineering best practices. Provide integrated support to Xcel Energy’s Corporate Development, Supply Chain, Transmission, Major Projects Group, and Regulatory groups to develop and deploy commercial strategy, contracting strategy, and risk response. Support negotiation of key contracts, including purchase and sale agreements, equipment and services supply, operations and maintenance agreements, and development engineering studies. Manage projects with a matrixed team through the conceptual and development phases and ensure proper handover to the project management team for execution. Essential Responsibilities Lead the coordination of technical tasks during the feasibility and development phases of generation projects within CPD, managing collaboration with Corporate Development, Legal, Regulatory Affairs, Supply Chain, Siting & Land Rights, Energy Supply Operations, Energy Supply Asset Analytics, third‑party development organizations, consultants and others to assess and define technical parameters including performance evaluations, operational requirements, permitting, site suitability, constructability reviews, RFP/RFQ bid package development, environmental studies, project performance parameters, cost estimates and schedules, cash‑flow forecasts, budgets, risk assessments, and QA/QC requirements. Provide leadership and coordination of multi‑disciplinary, matrixed project teams to conduct technical due diligence and engineering development tasks, fully developing project scope, estimate, schedule, preliminary engineering, construction, and overall execution strategy. Identify execution options and strategies to mitigate risks, conduct engineering analyses, project value analyses, and produce executive and detailed reports on project outcomes and technical problem solutions. Ensure the application of technical specifications, best practices, and continuous improvement across the development portfolio, applying Xcel Energy, CPD, and Major Projects Group policies. Manage knowledge of lessons learned and best practices for generation project development and design, and engage key stakeholders to stay abreast of technological advancements. Provide technical analysis and data for required federal, state, and public utility commission filings and testimony necessary for project development. Represent Xcel Energy in public and private stakeholder meetings, and monitor and report project status to teams, management, subcontractors, customers, owners, and other stakeholders. Ensure proper transition of projects to the Major Projects Group’s Project Management team for execution, supporting the team through clarifications for deliverables, identifying new or existing development issues, and keeping leadership engaged in strategy, cost, risk, and safety matters. Minimum Requirements BS degree in engineering, business, or related discipline. 10+ years of power or industrial construction and diversified project management experience. Experience developing or managing large or multiple construction projects with at least $50M in aggregate value. Ability to travel as required to manage responsibilities across the fleet. Selection criteria may include testing and/or assessment. References may be required. Preferred Qualifications Project Management Professional and/or Professional Engineer registration. 5+ years of experience in dispatchable generation projects. The anticipated starting base pay for this position is: $129,000.00 to $183,200.00 per year.
