Payroll Manager

Summary

The Payroll Manager oversees payroll operations for 1,000+ union and non-union employees across multiple states, ensuring accurate, timely payroll processing in compliance with federal and state wage-and-hour regulations. This role involvessupervising a team of PayrollAdministrators and Specialists, managing weekly payroll disbursements, tax calculations, garnishments, benefit deductions, union payments, certified payrolls, and payroll reporting, while also configuring payroll tax and union settings in the Viewpoint system.

Additionally, the Payroll Manager audits payroll records, reconciles quarterly and annual taxes, addresses escalated payroll issues,and collaborates with ADP, Finance,Human Resources, and the ExecutiveTeam to improve payroll processes, reporting, and compliance.

Responsibilities

• Manage the payrollteam by providing resources and assistance to enhance performance, while promoting a culture of collaboration and encouraging professional development.
• Partner with the Executive Team, Finance, HR, and union auditors to ensure accuratereporting, compliance, and process improvement.
• Manage and overseeweekly payroll processing for 1,000+ union and non-union employees across multiple states, ensuring accurate, timely wage payments.
• Ensure compliance with federal, state,and local payrolllaws, including prevailing wage requirements, tax regulations, and collective bargaining agreements.
• Review, verify, and process payroll data, which includes deductions, garnishments, taxes, benefit withholdings, 401(k) contributions, FlexibleSpending Account (FSA) deductions, and loan payments.
• Process manual and off cyclechecks for adjustments, corrections, layoffs, and urgent payroll needs.
• Collaborate with ProjectManagers to review,validate, and approveemployee timecards.
• Maintain payroll system accuracy in Viewpoint, includingemployee wages, tax setup, direct deposits, benefits, union deductions, and paid time off balances.
• Set up and maintain unionrecords in Viewpoint, process weekly and monthly unionpayments, and reportin accordance with applicable collective bargaining agreements.
• Prepare and processcertified payrolls and required supporting documentation.
• Audit payroll records,including W-4 forms,payroll balance sheets,and year-to-date earnings,to identify and resolve discrepancies.
• Reconcile quarterly and annual payrolltaxes and collaborate with ADP to address tax inquiries and notices.
• Prepare weekly, monthly,quarterly, and year-endpayroll and management reports.
• Handle escalated payroll-related inquiries from employees and managers, ensuringprompt resolution.
• Respond to requestsfor employment, income,and mortgage verification.
• Perform other dutiesas assigned.

Qualifications

• Bachelor’s degree in Accounting, Finance,or a related field required; Master's degree or MBA in Accounting or Finance preferred.
• Minimum of 10+ years of advanced payroll experience.
• Knowledge of unionpayroll compliance required.
• In-depth knowledge of federal and state payrollregulations, wage and tax laws,and payroll reporting requirements.
• Strong understanding of prevailing wage laws and collective bargaining agreements.
• Proven ability to identify, research, and resolve complexpayroll discrepancies.
• High level of accuracy and attention to detail.
• Strong organizational skillswith the abilityto manage multiplepriorities and meet deadlines in a fast-paced environment.
• Excellent verbal and written communication skills, with the ability to interact professionally with employees, managers, and third parties.
• Advanced proficiency in Microsoft Exceland experience with payroll systemsand software.
• Construction industry experience preferred.
• Familiarity with ADP, Viewpoint, or Vista softwarepreferred.

Work Environment &Hazards

• Standard office environment with minimal to no travel requirements.
• This role is in-person and may occasionally involve work beyondstandard business hours if needed.

Special Physical Demands

• Lifting/Moving: Must be able tolift and move up to 15lbs .
• Sedentary Work: Abilityto remain in a seated or standingposition at a workstation for extended periods while performing computer-based and administrative tasks.
