POSITION OVERVIEW

This position is accountable for supervising the activities of technicians engaged in the preparation of plans and specifications for various highway improvement projects. The incumbent serves as project manager for larger, more complex in-house and consultant-prepared projects.

ESSENTIAL FUNCTIONS

* Prepares plans and specifications to ensure the proper design of various roadway improvement projects. * Ensures the team’s accurate preparation of project reports and contract plans meet required standards and specifications within the prescribed timeframe. * Instructs and coordinates work of staff members on project report and plan preparation, as well as department procedures. * Supervises coordination with internal entities, outside agencies, and engineering consultants including the preparation of meeting goals, agendas and exhibits to be used for project related meetings. * Completes other duties or special assignments in support of the overall mission of the Studies and Plans Unit as assigned by the Project Engineer within the agreed upon time frame.

• Motivates, trains and evaluates subordinate staff.
• Performs duties in compliance with departmental safety rules. Performs all

duties in a manner conducive to the fair and equitable treatment of all employees. * Performs other duties as assigned.

MINIMUM QUALIFICATIONS

* Completion of two years of college in civil engineering technology, pre-engineering or a job related technical/science curriculum PLUS six years of engineering experience; OR Eight years of engineering experience.

PREFERRED QUALIFICATIONS

* Five years of engineering experience in the preparation of design reports and in designing and preparing plans and specifications for highway improvement projects under the direction of a professional engineer or equivalent. * Experience working with consultants including preparing and reviewing scopes and fees, monitoring schedules, and reviewing deliverables and invoices. * Three years of experience in mentoring and supervising peers and subordinates.

• Strong time management and oral and written communication skills.
• Ability to maintain cooperative relationships with departmental and industry

staff. * Working knowledge of computer software including CADD and 3D modeling.

CONDITIONS OF EMPLOYMENT

• Valid driver’s license.
• Occasional travel to attend seminars and training sessions.
• Successful completion of a background screening.
• Certain provisions of the revolving door restrictions contained in 5 ILCS

430/5-45 apply to this position.
