Overview Adams County is a rapidly growing community with a diverse transportation network. The Transportation and Mobility Planner will work to plan and coordinate the programs and activities of Transportation Planning within the Capital Improvement Program (CIP) Division in the Public Works Department. This position will coordinate with other departments, outside municipal agencies, the public and provide assistance to the Board of County Commissioners. Responsibilities Promotes transportation systems which embrace a variety of modes in a manner that efficiently maximizes the mobility of people and goods while minimizing energy use, air pollution, and negative social impacts. Delivers specialized transportation planning expertise and technical assistance across the County’s diverse geographical areas, ensuring mobility solutions are context-sensitive for both rural and urban/suburban environments. Researches, develops, and writes grant applications for future funding including collaboration with regional partners when needed. Coordinates with the Long-Range Planning staff to see that the county's transportation plans, and transportation services are consistent with existing and desired land development patterns. Participates in the development of the five-year CIP plan to ensure that the County's capital projects align with adopted plans, incorporate public input and help achieve the County's long-term goals. Serves as a staff liaison for the Adams County Subregional Forum coordinating the four-year Transportation Improvement Program (TIP) federal funds strategy, in cooperation with participating agencies, the Public Works department director and deputy director, other county departments, executive staff, and others. Participates in a broad range of transportation technical advisory committees and regional transportation coalitions as a representative of Adams County and its established interests and priorities, formalized by the County's plans, decisions, and directives offered by executive staff and the Board of County Commissioners. Collaborates with executive leadership to develop strategic advocacy approaches and policy recommendations for the Board of County Commissioners to advance County transportation and mobility goals. Analyzes and interprets emerging state transportation policies and legislative developments to assess their potential fiscal and operational impacts on the County's transportation network and planned infrastructure projects. Provides technical reviews of other agencies' plans and projects on behalf of the County and serves on project management teams for other agencies' projects which are impactful to County residents. Projects range in topic from long-term transportation planning, interstate improvements, corridor studies and multimodal improvements, intersection and interchange improvements. Provides technical support and may serve as the staff liaison to executive staff and elected officials participating in transportation related boards. Coordinates and develops intergovernmental agreements with municipalities and state agencies and others in support of the County's transportation plans. Develops and maintains an awareness of sensitive or political issues related to transportation. Identifies and works to implement important connections to transit stations within Adams County, also known as last-mile and first-mile connections. Coordinates transportation program planning and project activities with the department leadership, other County departments, the public, and other community and advocacy organizations. Promotes the expansion and increased frequency of rail and bus service in Adams County. Supports efforts related to establishing bus rapid transit, microtransit, commuter rail, and other innovative transit efforts. Develops and pilots innovative mobility programs to support County-wide mode-shift goals, including microtransit feasibility, Transportation Demand Management (TDM) strategies, and multimodal amenity enhancements. Researches, prepares and presents staff reports and other necessary correspondence; participates in meetings and hearings as a representative from the Public Works Department. Prepares responses to difficult and sensitive citizen inquiries and complaints with respect to Transportation Planning. Prepares requests for proposals (RFP) and requests for qualifications (RFQ) and serves as project manager for in-depth transportation corridor and other studies. Project management includes consultant oversight, coordination, scheduling, review and approval of invoices, and assuring receipt of deliverables on-time and within project budget. Coordinates public participation on major projects; conducts outreach to encourage public participation. Prepares news releases and public information and facilitates public meetings. Leads the preparation and maintenance of the county Transportation Master Plan, including functional classification, and coordination of proposed land uses. Assists with attending applicable neighborhood group meetings and associated neighborhood plans. Represents the County at meetings outside of typical business hours on an as needed basis. Assists existing transportation providers with the development and implementation of transportation marketing and educational strategies as requested. Performs other related duties and responsibilities as required. Supervisory Responsibilities None. Qualifications Knowledge of best practices and trends in transportation planning to achieve safe, connected, and reliable networks for all modes Knowledge of techniques that foster transit ridership through links with land development. Knowledge of federal and state programs providing transportation funding. Awareness of National Environmental Policy Act (NEPA) clearance procedures. Knowledge of US DOT Divisions including Federal Transit Administration (FTA), Federal Rail Administration, and Federal Highway Administration, Regional Transportation District (RTD), Denver Regional Council of Governments (DRCOG), and Colorado Department of Transportation (CDOT) policies, procedures, and practices. Skilled in the use of spreadsheets, geographic information systems (GIS), word processing, presentation, database, and project management software. Skilled in interpersonal, written, and verbal communication; ability to communicate clearly and concisely, both orally and in writing. Ability to work independently and with others in an effective manner. Ability to be adaptable with shifting priorities Ability to use a personal computer and other modern office equipment. Ability to analyze data, define problems, identify potential solutions, develop implementation strategies, and evaluate outcomes. Ability to prepare clear and concise oral and written reports. Ability to read and understand transportation and program planning documents and standards. Ability to establish, maintain, and foster positive and harmonious working relationships with all levels of staff, community leaders, government representatives, and customers. An equivalent combination of related education, training, and experience that demonstrates the knowledge, skills, and ability to effectively perform the functions of this position may be considered. Experience: Five (5) years of progressively responsible experience with transportation planning, mobility coordination, transportation coordination, or a related field. Education and Training: A Bachelor's Degree from an accredited college or university in Transportation Planning or Urban Planning, Engineering, Business/Public Administration, or a related field is required. A Master's Degree in Transportation Planning or Urban Planning, Engineering, Business/Public Administration, or a related field, is preferred and may substitute for two (2) years of the required experience.
