Hiring: Transportation Planning Consultant

Location: Goshen, New York / Orange County, NY – Project-specific and field locations as designated by Orange County and OCTC

Contract: Three-Year Initial Term with Two Possible One-Year Renewals – Potential Five-Year Contract

Orange County, New York is seeking experienced Transportation Planning Consultants to provide comprehensive transportation planning, program administration, data analysis, modeling, GIS, transit planning, safety planning, public engagement, and technical assistance services supporting the Orange County Transportation Council (OCTC), County Planning Department, municipalities, and transportation partners.

The selected consultant/team will support federally and state-funded transportation programs and assist with transportation and transit planning initiatives, long-range planning, congestion management, transportation safety, infrastructure studies, funding programs, and implementation activities. Services will generally be performed through task orders based on specific scopes, budgets, staffing, and schedules.

Key Responsibilities:

✔ Provide transportation planning and program administration support to OCTC and Orange County.

✔ Assist with administration of Federal and State transportation and transit programs and ensure compliance with applicable requirements.

✔ Support development and implementation of Long-Range Transportation Plans (LRTPs) , Transportation Improvement Programs (TIPs), and other transportation planning documents.

✔ Conduct transportation, transit, land-use, demographic, economic, environmental, and infrastructure data collection and analysis.

✔ Perform traffic, bicycle, pedestrian, transit, safety, congestion, and transportation system analyses.

✔ Develop and maintain GIS/GPS data, maps, visualizations, dashboards, and other transportation planning products .

✔ Support travel demand modeling, congestion modeling, emissions analysis, model calibration and validation, and related transportation modeling activities.

✔ Analyze current and future travel demand using transportation databases, public/private data sources, and other analytical tools.

✔ Support Transportation/Air Quality Conformity Determinations , including data collection, modeling, analysis, documentation, and coordination with applicable agencies.

✔ Conduct transit planning studies involving routes, ridership, schedules, infrastructure, transit operations, and future transportation demand.

✔ Perform corridor studies and transportation infrastructure assessments focused on safety, traffic flow, pedestrian and bicycle mobility, and future development impacts.

✔ Support development of roadway safety programs and Roadway Safety Action Plans , including crash-data analysis, stakeholder engagement, safety priorities, and investment recommendations.

✔ Conduct feasibility studies and alternatives analyses for transportation, transit, pedestrian, bicycle, roadway, and infrastructure improvements.

✔ Develop capital and operational cost estimates and identify potential Federal, State, local, and other funding sources.

✔ Assist municipalities and local sponsors with transportation planning, project development, funding eligibility, and grant applications.

✔ Prepare and evaluate proposals for transportation planning studies, projects, and funding programs.

✔ Support public involvement, community outreach, public meetings, surveys, stakeholder coordination, and Technical Advisory Committees.

✔ Coordinate with NYSDOT, FHWA, FTA, NYMTC, MHVTMA, municipalities, transit providers, County departments, and other transportation agencies.

✔ Support development and implementation of transportation policies, procedures, programs, and planning initiatives.

✔ Provide technical assistance related to Complete Streets, Vision Zero, bicycle and pedestrian planning, transportation safety, and multimodal transportation.

✔ Support housing and transportation coordination, economic development-related transportation planning, and community transportation initiatives when requested.

✔ Assist with transportation planning activities related to significant development proposals and their potential transportation-system impacts.

✔ Coordinate and oversee subconsultants and project resources as required.

✔ Provide professional development, technical assistance, and knowledge transfer to OCTC and County staff.

✔ Support website, online engagement, contact management, data-sharing, and public-facing transportation information activities.

✔ Prepare technical memoranda, inventories, analyses, recommendations, reports, GIS files, maps, presentations, and other required deliverables.

✔ Perform additional transportation planning, programming, implementation, environmental assessment, alternatives analysis, and technical assistance activities requested by OCTC or County staff.

Required Experience:

✅ Demonstrated experience providing transportation planning consulting services for government agencies, MPOs, municipalities, transit agencies, or similar organizations.

✅ Demonstrated experience with transportation planning, transit planning, program administration, and transportation project implementation.

✅ Experience supporting Federal Transit Administration (FTA), Federal Highway Administration (FHWA), NYSDOT, or other federally/state-funded transportation programs .

✅ Experience with long-range transportation planning, TIP development, congestion management, transportation programming, and related planning activities.

✅ Experience with transportation data collection, analysis, visualization, and reporting.

✅ Experience with GIS/GPS, transportation databases, travel demand models, congestion modeling, and analytical/visualization tools .

✅ Experience conducting traffic, transit, bicycle, pedestrian, roadway, safety, demographic, economic, environmental, and land-use analyses.

✅ Experience conducting transportation feasibility studies, corridor studies, infrastructure assessments, alternatives analyses, and transportation impact evaluations.

✅ Experience with transportation safety planning, crash analysis, Vision Zero, Complete Streets, and multimodal transportation planning.

✅ Experience developing cost estimates, identifying funding sources, and supporting transportation grant applications and administration.

✅ Experience coordinating public engagement, stakeholder meetings, advisory committees, surveys, and community outreach.

✅ Ability to coordinate effectively with Federal, State, regional, county, municipal, transit, and community stakeholders.

✅ Strong analytical, technical writing, project management, communication, presentation, research, GIS/modeling, and problem-solving skills.

✅ Ability to provide a flexible team of professional personnel with varying levels of transportation planning expertise.

Preferred Background:

⭐ Experience working with New York State transportation agencies, counties, municipalities, MPOs, or transit agencies .

⭐ Experience with Orange County Transportation Council (OCTC), NYSDOT Region 8, NYMTC, or Mid-Hudson Valley transportation planning activities.

⭐ Experience with FTA/FHWA-funded programs and Federal transportation planning requirements.

⭐ Experience with Long-Range Transportation Plans, Transportation Improvement Programs, Congestion Management Processes, and Air Quality Conformity .

⭐ Experience with travel demand modeling, emissions analysis, MOVES, and transportation forecasting.

⭐ Experience developing Roadway Safety Action Plans, Complete Streets policies, Vision Zero strategies, and bicycle/pedestrian plans.

⭐ Experience with transportation GIS, online mapping, visualization, and public-facing data platforms.

⭐ Experience conducting transit feasibility studies and multimodal transportation planning.

Ideal Candidate Profile:

The ideal consultant will be an experienced transportation planning professional capable of supporting complex public-sector transportation and transit initiatives from planning and data analysis through stakeholder engagement, technical evaluation, funding, and implementation.

The consultant should combine transportation planning, transit planning, GIS/data analytics, travel demand modeling, safety planning, feasibility analysis, public engagement, funding support, and Federal/State program knowledge and be comfortable working with County leadership, MPO staff, municipalities, transportation agencies, transit providers, and community stakeholders.
