Civil Engineering Specialist

Duties

The Civil Engineering Specialist is responsible for:

1. Receiving and reviewing all work requests for validity, accuracy, and feasibility. Ensuring proper coordination with outside organizations such as safety, fire, security, communications, occupational health, and environmental.
2. Managing the CES Operations and material acquisition element. Implementing procedures required in the management and operation of CES unique work control systems.
3. Estimating requirements for materiel, man-hours, and equipment time. Determining funding type, preparing job/work orders, and approving requests within delegated authority.
4. Serving as the focal point for automated work control and supply programs within CES or throughout the installation. Demonstrating expertise of various computer programs and automated systems utilized by the CES.
5. Ensuring fiscal responsibility by establishing job/work orders under the correct organizational funding codes. Working with the CES Funds Manager in planning, formulating, analyzing, and coordinating CES supply budget submissions.
6. Establishing and operating the customer service center. Managing CES storage facilities, coordinating movement of equipment and material, soliciting and reviewing customer feedback, conducting trend analysis, service calls, providing guidance for self-help customers, providing interpretation of, and recommendations for adjustments to service contracts.
7. In conjunction with the Facility Manager, coordinating and directing periodic inspections of Real Property and Real Property Installed Equipment (RPIE) Inventory data.
8. Supervising assigned staff to assign, direct, and review work of subordinates. Determining proper work methods and procedures, setting performance standards, making formal appraisal of technician(s) work performance, preparing formal requests for filling vacancies, selecting or participating in the selection of subordinate(s) from lists of eligible applicants, approving and disapproving leave, formulating training programs for subordinate(s), and conducting informal training to broaden employee skills.
9. Establishing and operating the CES Command Control Center during normal, contingency, and emergency operations. Operating radio networks, Local Area Network (LAN) computer systems and telecommunications devices to receive and disseminate information. Developing and implementing contingency, sustainment and recovery plans or checklists designed to support complex operations. Tracking status, maintaining accountability, and providing updates relating to personnel, equipment, and vehicles.
10. Performing other duties as assigned.
