Communications Supervisor

Description Sign‑on bonus: Individuals not currently employed with the City of Winter Garden are eligible for a one‑time sign‑on bonus of up to $5,000.00 based on total years of directly applicable experience per the Communications Bonus Program. Work Objective This position is responsible for supervising specialized communications work performed by public safety telecommunicators, coordinating public requests for police services with the department through the radio network and other communication systems. Responsibilities include written, oral, radio, teletype, and telephone communications, and supervision of teletype access, radio system maintenance, 911 system maintenance, CAD usage, dispatcher training and certification, and security of the communications center and information. Essential Functions Supervises the communications center functions for the police department including radio, teletype, telephone, CAD, and 911 systems. Ensures dispatch center policies and written directives are available and current. Ensures that all department employees needing access to FCIC/NCIC and DHSMV system(s) are trained. Verifies correct input and retrieval of information from electronic or other systems. Uses personal computers, police radio, telephones and other office equipment requiring frequent decision‑making skills. Provides training and instruction for communications center staff. Schedules and approves subordinates’ work hours and leave requests. Coordinates staffing levels with other communications supervisors and the Communications Manager. Performs telecommunicator duties to cover a break or absence. Provides input for division performance goals. Evaluates subordinates’ work performance. Coordinates corrective action when needed to improve subordinates’ performance. Coordinates police dispatch techniques to assure availability of vital information and compliance with state laws. Provides input for and maintains security procedures. Promotes a safe work environment for subordinates. Provides recommendations concerning equipment and supplies. Represents agency at functions that involve communications center activities or issues. Works flexible hours, including weekends, holidays, and various shifts. Performs other position logical responsibilities as directed by the Communications Manager or a command officer. Minimum Qualifications Associate Degree or higher. Minimum of five (5) years of full‑time experience as a Public Safety Telecommunicator with this department or a department of similar or greater size, and at least three (3) continuous years with this Department. Valid Florida driver license. Experience dealing with the general public. Must be drug and tobacco free throughout employment, and subject to random drug screens. Skill in the use of modern equipment including Computer Aided Dispatch software. Resides within thirty (30) driven miles of the police station, as determined by MapQuest or Google Maps. Knowledge, Skills and Abilities Professional demeanor and conduct must be above reproach. Ability to supervise a diverse staff, perform multiple tasks, and prioritize workloads. Extensive knowledge and certification of policies and procedures required to access the FCIC/NCIC systems and certification to teach this knowledge. Ability to perform assigned duties calmly and efficiently while under pressure for sustained periods of time. Good writing and oral communication skills. Office skills including use of telephone, typing, writing, reading, filing, fax, copier, and computers. Thorough knowledge of regulations, policies, and procedures involved in the operation of the Communications Center. Working Environment / Conditions Work is sedentary in nature, but may include lifting or moving light items associated with clerical office operations.
