Technical Architect

This position is a full-time contract opportunity. We are seeking an experienced, collaborative, and strategic Technical Architect to support the MassHire Innovation Project, a major workforce modernization initiative led by the Executive Office of Labor and Workforce Development (EOLWD) in partnership with the MassHire Department of Career Services (MDCS). This role will play a critical leadership role in defining and guiding the future technology architecture that supports workforce services across the Commonwealth, ensuring that technology investments align with business goals, constituent needs, and long-term modernization objectives. What You'll Do (Key Responsibilities): Lead development of the future-state technology architecture supporting workforce modernization initiatives across EOLWD and MassHire. Provide technical leadership and architectural guidance for the replacement and modernization of legacy workforce systems, including MOSES and related platforms. Collaborate with business, operations, policy, experience design, data, security, and vendor teams to translate business needs into scalable technology solutions. Define enterprise architecture principles, integration standards, and technology governance practices to support modernization efforts. Evaluate technology options, vendor solutions, and implementation approaches to ensure alignment with business goals and Commonwealth standards. Support procurement activities, solution evaluations, technical reviews, and implementation planning. Identify opportunities to improve constituent and staff experiences through technology modernization, automation, interoperability, and data-sharing capabilities. Partner with EOTSS, security teams, vendors, and implementation partners to ensure solutions are secure, scalable, maintainable, and compliant. Facilitate architecture reviews, technical workshops, and decision-making forums with stakeholders across the workforce ecosystem. Maintain alignment between modernization objectives, business processes, implementation decisions, and technology roadmaps as multiple initiatives move forward simultaneously. Work Location: The work schedule for this position is Monday through Friday, 9:00 AM to 5:00 PM EST in a hybrid model of reporting that combines in-office days and work-from-home days. The primary work location will be 100 Cambridge, Boston, MA 02108. Applicants should be located within reasonable commuting distance from the primary work location. Preferred Knowledge, Skills, and Abilities: 10+ years of experience in enterprise architecture, solution architecture, systems engineering, or technology strategy. Experience leading technology modernization efforts involving complex legacy system replacement or transformation initiatives. Experience working in government, workforce, labor, human services, education, or other large public‑sector environments preferable but not required. Strong understanding of enterprise integration patterns, APIs, cloud platforms, identity management, data architecture, and security principles. Experience working with commercial software vendors, systems integrators, and implementation partners. Ability to translate complex technical concepts into language understandable to executive, business, and operational stakeholders. Strong facilitation, communication, and stakeholder‑management skills. Experience balancing modernization objectives, business requirements, regulatory constraints, and technical feasibility. Familiarity with Agile delivery approaches and modern digital service practices. Enthusiasm for improving workforce outcomes through technology innovation and service modernization.
