Supervisor of Guidance

Nature And Scope Of Job To utilize the skills of leadership, supervision and administrative support in the implementation and coordination of the district's 6-12 counseling, health, and safety programs. The Supervisor of Guidance shall direct, implement, supervise and evaluate the comprehensive district wide school guidance and counseling programs. In addition, the Supervisor of Guidance shall oversee career education programs & services and social emotional learning (SEL) programs. Qualifications Hold a New Jersey administrative certificate with supervisor endorsement in accordance with the requirements of N.J.S.A. 18A:27.1 et seq., and N.J.A.C. Title 6 Chapter 11. (Required) Hold a New Jersey Certificate as Director of Counselor Services or a Director of Student Personnel Services in accordance with the requirements of N.J.A.C. Title 6A:9-13.7. 2. (Preferred) Hold a Master's degree in Guidance and Counseling or in one of the related Pupil Services from an accredited college or university preferred. A minimum of three (3) years' experience as a Guidance Counselor or Guidance Supervisor is preferred. Have excellent integrity and demonstrate good moral character and initiative. Demonstrate knowledge and understanding of curriculum development and program evaluation, child growth and development, effective instructional strategies, classroom management, learning assessment and diagnosis, and research relating to learning. Exhibit a personality that demonstrates enthusiasm and interpersonal skills to relate well with students, staff, administration, parents and the community. Demonstrate the ability to communicate effectively in English, both orally and in writing, using proper grammar and vocabulary. Provide proof of U.S. citizenship or legal resident alien status by completing Federal Form I-9 in compliance with the Immigration Reform and Control Act of 1986. Demonstrate the ability to use electronic equipment for word processing, data management, information retrieval, visual and audio presentations, and telecommunications. Provide evidence that a criminal record history check has been conducted and clearance has been given by the Department of Education. During the initial six month period provide a sworn statement that the individual has not been convicted of a crime or a disorderly person's offense in accordance with 18A:6-7.1. Provide evidence that health is adequate to fulfill the job functions and responsibilities with reasonable accommodation pursuant to 42 U.S.C. 12101 and in accordance with N.J.A.C. 6:3- 4A.4. Pass the state required Mantoux Intradermal Tuberculin Test as required by N.J.A.C. 6:3-4A.4. Job Functions And Responsibilities Organize, manage, supervise, and evaluate effective and clear programmatic procedures for the operation and functioning of Counseling Services in the middle and high schools, consistent with the philosophy, mission, values and goals of the schools and district. This role includes counseling services for educational, college and career planning, social and emotional development, and coordination of I&RS services for students. Also, to ensure compliance with all laws, administrative codes, Board policies and regulations. Plan and carry out an effective program of system-wide school counseling in which counselors provide service to all students; including but not limited to general education students, disaffected and disruptive students considered to be at risk. When appropriate, counsel and oversee individual students, including those requiring crisis intervention, to resolve educational, personal, emotional, and social needs and other areas of concern identified by the counselor, student, parents, teachers, or administrators. Notify immediately, appropriate personnel and agencies, and follow established procedures when there is evidence or suspicion of substance abuse, child abuse, child neglect, severe medical or social conditions, potential suicide or individuals appearing to be under the influence of alcohol, controlled substances, or anabolic steroids. Establish effective liaison with the various offices and agencies within the community that may provide specialized or professional help to students and their parents. Serve as a resource person in the assessment of learning styles, and social and emotional needs of students, using a variety of techniques. Plans and conducts the scheduling process for students entering sixth through twelfth grade. Develop a placement process for all students; coordinate course recommendations and student course requests; work with the Principals, Curriculum Department regarding course sequence, content and requirements; coordinate communication with parents with regard to course requests, placements and approval. Guide the development of effective programs for the transition from 5th to 6th grade. And middle to high school and high school to post graduate. Maintains own knowledge of the instructional and extracurricular programs of the high/middle schools and utilizes this information in working with staff, students, parents and others to enable students to obtain maximum benefit from their school experience. Supervises and coordinates the development, organization, and implementation of developmental and/or career guidance curriculum units in homerooms and classrooms. Supervises the collection, organization, and distribution of educational and occupational information. Facilitates follow-up studies of former pupils of the high school. Collaborates with the Curriculum Department in planning and organizing the curriculum at the various levels. Holds regular department meetings to communicate curriculum district, school and initiatives, share ideas, and plan for ongoing improvements. Ensures that appropriate records are maintained by counselors to track student progress, note counseling service provided and generate necessary state and district reports. Assists in interpreting the effectiveness of the school's program to the community, particularly through the presentation of the results of follow-up studies of former pupils Ensures conferences with parents are being held by counselors to help them better understand and assist with the educational, personal, social, and vocational adjustments of their children. Utilizes the resources of the community in developing and expanding guidance services and activities and works closely with other community agencies interested in the full development of young people. Organize and oversee visitations by collegiate representatives, including parent nights and college fairs that provide additional information for parents, students, and community members. Makes available to students' information about post-high school opportunities through career fairs, individual appointments, print documents, audio-visual materials, and digital content. Be a resource to assist students with finding after school employment that comports with possible career objectives. Assist other school administration or personnel in preventing students from dropping out of school; and assist in securing alternative programs or employment when warranted. Oversees the application process (for post-high school education, armed services, scholarships, etc.) and ensures the timely submission of high quality documents. Also, oversee PSAT, SAT, ACT, Advanced Placement (AP) and Accuplacer coordination. Also oversee the alternative assessment portfolio process for high school graduation. Facilitates exit surveys of students who graduate or leave school to gather data about their experiences in school. Analyze and share the data with the appropriate professional staff and administration. Assists with the scheduling facilitation and administration of district state standards. Oversee the continuing study and record keeping of information on drop-outs and follow up of graduates. Responsible for the graduation appeals process. Assume responsibility for his/her own professional development; for keeping current with the literature, new research findings and improved techniques in school counseling; and for attending appropriate professional conferences. Represent the school and district at community, State, and professional meetings, when requested. Participate in conferences with students, parents, teachers, and/or administrators to assist students in achieving success in school and in developing mature behavior. Oversee the calculation of student grades, grade point averages and class rank; communicate promotion and graduation requirements to students and parents, including but not limited to, credit recovery expectations for students who have failed courses. Establish effective working relationships with local institutions or organizations and within New Jersey that may be of use to students, parents and teachers. Display the highest ethical and professional behavior and standards when working with students, parents, school personnel, and agencies associated with the school. Facilitates PLCs for the guidance program and district counselors K-5 by conducting regular meetings of counselors. Attend required staff meetings and serve, as needed, on staff committees. Recruit, screen, train and evaluate middle and high school counselors in collaboration with principals and assume responsibility for their professional guidance. Evaluate teaching staff. Define and interpret the professional functions of school counselors to administrators, teachers, students, parents and the public. Prepare and discuss the renewal, dismissal, withholding of increment, promotion or other actions for assigned guidance personnel, with the Principals, in accordance with established procedures and timelines. Maintain a permanent inventory of equipment and resources purchased for counselors and the Guidance Office. Supervise procedures for the secure and confidential storage of student records. Protect confidentiality of information gained as part of exercising professional duties and use discretion in sharing such information within legal confines. With the approval of Principals, coordinate guidance counselor activities at the opening of school, during vacation periods and at the end of the school year. Assist in the hiring of highly qualified teachers, counselors and nurses in designated departments, as appropriate. In collaboration with the Curriculum Department provide opportunities for effective staff development that addresses the needs for counseling, guidance, college and career education programs including, workshops, conferences, visitations, demonstration lessons and sessions in which the staff learns of research based successful practices and strategies. Assist with the district supervision and evaluation model, including evaluating faculty and staff, work jointly with the administrative team to ensure that effective strategies for improving instruction and student outcomes are implemented. Assume responsibility for compiling, maintaining, and filing reports, records, and other documents legally required or administratively needed in designated school(s). When requested, serve as a consultant to curriculum development committees and assist the Curriculum Department. Experience and knowledge of the master scheduling process. Broad knowledge of child growth and development with a focus on SEL is needed. Broad knowledge of HIB rules and guidelines; may serve as HIB Coordinator. Trained in Suicidal Ideation/Columbia Clearance Demonstrate the ability to communicate effectively in English, both orally and in writing, using proper grammar and vocabulary. Hold a valid driver's license with no serious violations. Have excellent service in the field of guidance and/or classroom teaching experience. Have excellent integrity and demonstrate good moral character and initiative. Perform such other tasks and assume additional responsibilities as may be assigned by the administration. Experience Extensive successful special education teaching experience, preferably in more than one grade level. Experience in guidance, psychology, health, and/or social work preferred.
