Safety Engineer

Business Context Ethylene oxide (EO) is an important building block for the preparation of a wide variety of EO derivatives (EODs), including various surfactants, as well as a host of other chemical intermediates including Glycol Ethers, Polyethlene Glycols, Ethanolamines, and Alkyl Alkanolamines. INEOS Oxide is one of the world’s leading producers of Ethylene Oxide (EO) and Ethylene Oxide Derivatives (EODs). We currently have a total EO and EOD capacity of 920 kta spread across five different production units throughout Europe and the US. Purpose of the Job The Safety Engineer serves as a plant‑wide subject‑matter expert on all safety related issues, including implementation and enforcement of all applicable OSHA standards, management of the OSHA Voluntary Protection Program and advising site management on site‑wide regulatory compliance and industry best practices. The role facilitates guidance for contractors and supports the site employee safety team, assists with emergency preparedness and responses, coordinates with site security and contract workforce, and maintains industrial hygiene programs. Responsibilities AND Accountabilities Accountability 1: SHE Promoting and developing site‑wide safety programs to achieve a safe work environment, strong safety performance and regulatory compliance by being engaged at the shop floor level and leading. Supporting line organization and plant functional teams via direct involvement in routine and non‑routine activities, creating a safer work environment. Reviewing, developing and implementing site Safety procedures and programs to include IGGN’s. Annually reviewing existing content, developing new and presenting training through computer‑based methods or as the instructor. Evaluating and implementing new software, technologies and practices to reduce the risk of injuries/illnesses, and evaluating trends for site performance on safety system elements to make recommendations for continuous improvements. Developing and implementing contractor safety management programs, including routine contractor safety approvals, contractor on‑boarding and site credentials. Developing and implementing site‑specific training for contractors and visitors, to be displayed at the HASC and onsite. Coordinating audits to support 20 Principles, VPP recertification, As‑Care, Insurance, PSM and Life Critical Audits. Maintaining the SHE plant assets and protective systems integrity. Supporting PSM and Environmental efforts including Process Hazard Analyses (PHAs), Management of Change process, Risk Assessments, Design Safety Reviews, and incident investigations. Leading all safety programs to include “Stop Work Authority”. Participating and/or facilitating incident investigations. Collecting, reporting, and addressing SHE KPIs on a routine basis. Completing all assigned action items from PHAs, incidents, audits, etc. in a timely manner and keeping status and plans for action items updated. Observing, coaching and evaluating personnel in work areas. Assisting the employee safety committee with data collection, analysis, action planning and review of the annual VPP Self‑Assessment to be submitted to OSHA. Providing minimal supervision for indirect field safety support. Maintaining strong computer, writing and organizational skills. Recognizing hazards and following through with work notifications. Superuser for OnSolve to perform emergency communication. Frontline database superuser centrally housing CBT’s, MOC’s, incident notifications and investigations. Observing, updating and replacing SHE signs and paint program identifiers. Supporting operations during upset conditions, start‑ups and T/As. Actively engaging in PSSR’s, providing feedback and suggestions. Writing work permits for maintenance activities outside of battery limits. Interacting successfully with community and government agencies such as OSHA, Sheriff’s Department, local Fire and EMS Departments. Leading Special Projects as part of site safety improvement initiatives. Preparing and delivering safety communications for site meetings such as toolbox discussions, rapid incident reports, SHE alerts and other safety communications as required. Engaging in pre‑job review meetings with outside service contractors. Accountability 2: Industrial Hygiene Developing, organising and executing the site annual IH monitoring program, comprehensive exposure assessment process and reporting to management of findings. Maintaining and calibrating instruments and supporting documentation. Providing recommendations and driving improvements based on employee and facility monitoring results. Implementing and maintaining assigned site Safety and Health procedures in document control. Incorporating IH content within training programmes. Implementing site programmes for Breathing air, PPE, Safety Data Sheets, Lead, Silica, Mold and Asbestos. Coordinating and conducting field IH monitoring for chemical exposures, ergonomics, lighting surveys and noise surveys. Scheduling and performing field verification for various programs and auditing IH related programmes. Responding to emergencies requiring the use of SCBA and other appropriate PPE. Maintaining and improving an effective fence line monitoring programme. Facilitating the development and implementation of IH planning for turnaround and outage activities. Leading and participating in site investigations. Following through on assigned action items. Engaging on‑site medical staff to ensure compliance with medical surveillance. Developing accurate work task analyses for each position. Maintaining the Safety Data Sheet repository in Sphera. Developing IH practices, procedures and implementation plans. Identifying deficiencies and opportunities for improvement in IH programmes and supporting resolution. Executing departmental goals that support and meet management expectations. Participating in industry associations such as AIHA and ASSP where appropriate. Scheduling and coordinating semi‑annual lab hood velocity inspections and reviewing the results to be shared with site management. Preparing and submitting annual reports to the state. Observing, updating and replacing IH signs and paint programme identifiers. Reviewing and maintaining Employee Job Descriptions for Medical. Utilising outside resources to bring programme enhancement and expertise. Reviewing and approving new chemicals brought onsite as SME for safety. Managing safety programmes such as SME for new chemical approvals. Accountability 3: Emergency Response Actively participating in emergency responses, security threats or severe weather occurrences. Assisting the ERT Coordinator with maintaining emergency preparedness plans, equipment and apparatus. Directly or indirectly supervising contractors or technicians that provide support to emergency and security preparedness programmes. Developing and advising site management regarding preparedness tactics for major emergencies. Coordinating programs to ensure sites meet legal requirements from OSHA, DHS, NFPA and other authorities. Facilitating inclement weather site preparation by tracking potential site impacts. Conducting inspections and audits to improve site preparedness. Coordinating maintenance of surveillance equipment, muster system and fire protection equipment. Maintaining good working relationships with local agencies and neighbours. Planning, developing, implementing and maintaining effective emergency readiness programmes. Fulfilling role during incident management and emergency response as needed. Accountability 4: Turnarounds and Projects Developing and implementing a thorough SHE Plan by following all company and site policies. Providing planning and estimating expertise for detailed SHE TAR and project execution plans. Developing and monitoring SHE KPIs for turnarounds, outages and major projects. Coordinating 3rd‑party contractors to support the SHE Plan. Presenting TAR training information in support of SHE and Security. Accountability 5: Asset Care Ensuring compliance with Safety, Security and Health standards and expectations set through INEOS Life Saving Rules and 20 Safety Principles. Leading work‑group efforts to promote and demonstrate safe behaviours through SHE activities. Maintaining safety and regulatory equipment and reporting defects. Planning routine and preventive asset integrity and inspection jobs. Producing procedures that provide inspection records. Preparing and analysing metric reports for SHE performance KPIs. Accountability 6: Stewardship of People Indirectly supervising technicians supporting emergency preparedness programmes. Assisting in risk assessments, compliance assurance audits and incident investigations. Working with the IT Department to assess and maintain security access programmes and emergency communications. Skills / Competencies Bachelor’s degree in Engineering, Health & Safety, Industrial Hygiene or related field. Occupational Safety & Health experience preferred. 6+ years of direct company experience in the petrochemical industry. Experience as a member of ERT and TEEX Certified Safety Officer. Experience in routine maintenance, outages, projects and turnarounds. Technical Skills Experience in a site safety role. Experience as a firefighter, HAZMAT and Rescue Technician preferred. Training skills. Knowledge of MS Office. Basic knowledge of PSM. Knowledge of all aspects of petrochemical safety. Previous experience in developing and implementing manufacturing site health and safety procedures and management systems. Knowledge of advanced emergency response techniques including live firefighting, high‑angle rescue, medical and Hazmat. Previous experience in developing and implementing manufacturing site emergency preparedness plans. Familiarity with basic safety and environmental management systems. Behavioral Skills Leadership. Physical Requirements Light work: Exerting up to 20 pounds of force occasionally, up to 10 pounds of force frequently, or a negligible amount of force constantly to move objects. Environmental conditions may include indoor, outdoor, extreme temperatures and noise levels. The worker is expected to perform work in confined spaces, climbing, and handling chemical exposures as described above. Performance Indicators Achieve SHE metric targets.
