Work Location: This position is based in Greenville, Ohio, and requires 100% on-site attendance. Remote and hybrid work arrangements ARE NOT available for this role. Position Summary:The Occupancy and Inspection Specialist administers key functions of the Housing Choice Voucher (Section 8) Program, including participant eligibility, rent calculations, case management, housing inspections, and regulatory compliance. This position works with participants and property owners to ensure program requirements are met and housing units comply with applicable HUD standards and DCMHA policies.Job responsibilities may include but are not limited to: Housing Inspection and Unit ComplianceConduct required housing inspections, including initial, annual/periodic, special, emergency, complaint, and re-inspections, in accordance with applicable HUD inspection requirements and DCMHA policies.Evaluate housing units for compliance with applicable HUD health, safety, and housing quality requirements.Accurately document inspection findings and maintain required inspection records.Prepare and issue notices identifying deficiencies, required corrective actions, and applicable compliance deadlines.Conduct follow-up inspections to verify completion of required repairs and corrective actions.Coordinate enforcement actions associated with failed inspections, including appropriate notices, abatements, contract actions, and program termination processes in accordance with HUD requirements and DCMHA policy.Communicate inspection requirements, results, and corrective actions to property owners, landlords, participants, and other appropriate parties.Schedule and coordinate inspections to meet applicable HUD and agency timelines.Maintain accurate inspection documentation and rent reasonableness records.Identify and report health, safety, or other potentially hazardous conditions encountered during inspections.Follow established safety procedures when entering and inspecting residential properties.Occupancy, Eligibility, and Case ManagementManage an assigned Housing Choice Voucher caseload in accordance with HUD regulations, the DCMHA Administrative Plan, and established agency procedures.Process applicant admissions, annual/periodic reexaminations, interim reexaminations, household composition changes, income changes, and other required participant actions.Obtain, review, and verify household income, assets, deductions, family composition, citizenship/eligible immigration status, and other eligibility information using HUD-approved verification methods.Utilize HUD's Enterprise Income Verification (EIV) system and other authorized verification resources.Calculate Total Tenant Payment (TTP), tenant rent, utility allowances, Housing Assistance Payments (HAP), and other applicable amounts accurately and timely.Prepare, review, and submit HUD-50058 transactions and related documentation.Prepare and maintain Housing Assistance Payment contracts and associated participant and owner records.Identify, research, document, and resolve EIV discrepancies, unreported income, overpayments, underpayments, and other program discrepancies.Establish and monitor repayment agreements when required by applicable regulations and agency policy.Process moves, portability actions, terminations, and other participant changes in accordance with program requirements.Receive and process reasonable accommodation and modification requests in accordance with the Fair Housing Act, Section 504, the Americans with Disabilities Act (ADA), and applicable agency procedures.Maintain participant confidentiality and safeguard personally identifiable and sensitive information.III. Program Compliance, Operational, and Field SupportMaintain complete, accurate, organized, and audit-ready participant, owner, and inspection files.Enter and maintain accurate information within applicable housing management, HUD, and agency systems.Monitor caseload and inspection deadlines to ensure timely completion of inspections, reexaminations, certifications, notices, and HUD submissions.Participate in internal quality-control reviews, SEMAP reviews, audits, HUD monitoring, State monitoring, and other compliance activities as required.Research and correct file, system, or documentation deficiencies identified through internal or external reviews.Respond to inquiries from applicants, participants, landlords, property owners, and other stakeholders in a professional, respectful, and timely manner.Explain program requirements, participant responsibilities, landlord responsibilities, inspection requirements, and applicable agency procedures.Maintain professional boundaries and confidentiality when working with applicants, participants, property owners, and members of the public.Operate agency vehicles safely and in accordance with agency vehicle and safety policies.Travel throughout the service area to conduct inspections, meetings, training, and other assigned program activities.Attend required HUD, fair housing, inspection, safety, and program-related training.Perform other duties assigned that are consistent with the purpose and responsibilities of the position.Qualifications:High school diploma or G.E.D. equivalent.Minimum 2 years experience in performing administrative, eligibility, housing, property inspection, compliance, case management, customer service, or similarly detailed work.Experience working with confidential records and performing accurate data entry and documentation.Preferred QualificationsAssociate degree or higher in public administration, business administration, social services, housing, property management, construction/building technology, or a related field.Previous experience with a Public Housing Agency, Housing Choice Voucher Program, affordable housing program, property management organization, or other federally funded program.Experience conducting residential property or housing inspections.Experience with HUD systems, EIV, HUD-50058 processing, rent calculations, or housing management software.HUD HCV occupancy, eligibility, rent calculation, or inspection-related certification or training.Competencies, Knowledge, and Abilities:Knowledge of, or ability to learn, HUD Housing Choice Voucher (HCV) regulations, housing inspection standards, and agency policies and procedures.Knowledge of eligibility determination, income verification, rent calculations, EIV, HUD-50058 reporting, and related program requirements.General knowledge of Fair Housing, ADA/Section 504, reasonable accommodation, and confidentiality requirements.Strong organizational and time-management skills with the ability to manage a caseload, inspections, and multiple regulatory deadlines.Strong attention to detail with the ability to maintain accurate, complete, and audit-ready records.Ability to interpret and consistently apply regulations, policies, and program requirements.Effective written and verbal communication, customer service, and problem-solving skills.Ability to communicate professionally with participants, property owners, landlords, coworkers, and community partners.Proficiency with computers, electronic records, Microsoft Office, data entry, and housing management systems.Ability to work independently in both office and field environments while exercising sound judgment.Ability to maintain confidentiality and appropriately handle sensitive participant and program information.Ability to successfully complete required HUD, housing inspection, program, and safety-related training.Pre-hire: Mandatory drug testing and background check.
