Animal Compliance Officer II

The City of Boise is seeking an Animal Compliance Officer II to promote responsible pet ownership and support the safe, respectful use of Boise’s parks, trails, foothills reserves and Greenbelt. This active, public-facing role is ideal for someone who enjoys working outdoors, engaging with the community and resolving concerns through education and voluntary compliance. Animal Compliance Officers patrol by vehicle, bicycle and on foot, work closely with Boise Police and Boise Parks and Recreation staff, and help address animal-related concerns in public spaces. Successful candidates will be comfortable working independently in changing weather and trail conditions, communicating calmly in difficult situations, maintaining accurate documentation and balancing customer service, education and enforcement. Required Knowledge, Experience, And Training High school diploma or equivalent Two years of experience in customer service in a compliance role Or an equivalent combination of education and/or experience. Licensing And Other Requirements Valid state-issued driver’s license. Is capable of performing all duties of an Animal Compliance Officer I and provides team support and training, as needed. Conducts regular patrols throughout city parks, trail systems, surrounding foothills and the greenbelt in various weather conditions to enforce city and state laws regarding animal compliance. Educates responsible animal ownership, laws and ordinances to the public to gain compliance and educates violators on the impact of non‑compliance. Issues verbal warnings for the majority of violators. Exercises independent judgment and appropriate discretion in determining whether to issue written notices of violations or citations, for routine to moderately complex issues. Under specific conditions, issues citations for violations at certain sites based on department direction. Generates and maintains accurate documentation, records of dog owners, conversations, photographs, actions taken and other evidence. Researches and reviews all relevant background information in support of enforcement actions. Produces case files, work records, forms and reports. Attends hearings and testifies in jury or court trials. Performs other duties as assigned. Additional Required Knowledge, Experience, And Training Knowledge of: Responsible animal ownership Methods used in the safe, effective and humane handling and restraint of a variety of animals, including those that are sick, injured, aggressive and/or difficult to control Computer usage including related software Methods and techniques of documentation. Ability to: Enforce animal control and licensing ordinances to ensure the safety and health of citizens and animals in the city Educate and provide information to the public Interpret and apply codes, laws and regulations, policies and procedures of animal impound Understand and maintain health and safety regulations Capture, care and handle domestic animals Remain calm and composed when confronted by angry citizens Deal tactfully, courteously and firmly with the public Operate cell phones to capture photos and/or videos for documentation Work independently with little direction Patrol area of responsibility on foot, on a bicycle and/or with a motor vehicle during adverse weather conditions Communicate effectively in the English language at a level necessary for efficient job performance Perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation. Individuals must be capable of operating vehicles safely and have an acceptable driving record. Preferred Knowledge, Experience, And Training National Animal Control Association certification. First Aid and CPR certification. One year of experience in animal handling. Physical Efforts While performing the duties of this job the employee is occasionally lifting/carrying up to 50 pounds. Also, the employee is occasionally pushing/pulling up to 35 pounds and rarely pushing/pulling up to 50 pounds. Work includes sensory ability to talk, hear and touch. Work in this position also includes close vision, distance vision, peripheral vision and depth perception. Employees will sit, stand, walk, runn, stoop, kneel, crouch, crawl, reach, grasp, climb and balance. Position requires hand/finger dexterity. Additional physical efforts include: ability to ride a bicycle and load and unload bike from van and walk trails. Working Environment The work environment will include inside conditions, outdoor weather conditions, extreme temperatures and in wet and humid conditions. Employees will also drive a vehicle as part of this position. May encounter aggressive people and/or animals, traffic, various weather conditions such as heat, rain, and freezing temperatures, various trail conditions including narrow trails and those with rocks.
