MDW Associates is seeking a highly experienced Senior Budget Analyst/Program Manager to support the U.S. Department of Transportation, Maritime Administration (MARAD), Office of the Associate Administrator for Budget and Programs/Chief Financial Officer in Washington, DC. This position will also serve as MDW's Program Manager for the engagement.
The selected candidate will work directly with the MARAD's leadership, while also leading an integrated team providing federal financial management, accounting, budget, grants, reimbursable-work, revolving-fund, payroll, and business-analytics support.
The successful candidate must be an accomplished federal financial-management leader who can operate with minimal Government direction, provide candid and well-supported advice to senior executives, and maintain accountability for the quality, timeliness, and continuity of MDW's performance.
Hybrid work location is available with efforts being performed both at the government's site and remotely.
The Senior Budget Analyst/Program Manager may perform a combination of some or all of the following duties:
- Serve as MDW's principal contractor representative and trusted strategic advisor to the MARAD CFO and Deputy CFO.
- Provide day-to-day leadership, supervision, and direction to an integrated, multidisciplinary team of federal financial-management professionals.
- Translate executive priorities, statutory deadlines, reporting cycles, and emerging requirements into clear work plans, assignments, milestones, and deliverables.
- Establish and maintain an integrated program-management structure that supports effective communication, workload management, issue resolution, staff accountability, and timely delivery.
- Ensure continuous coverage of all key functions and key-personnel responsibilities through proactive staffing, cross-training, succession planning, and workload management.
- Manage performance against the contract's Quality Assurance Surveillance Plan, Acceptable Quality Levels, cycle-specific milestones, and other performance requirements.
- Establish and enforce quality-control procedures to ensure products are accurate, complete, consistent, properly documented, and delivered on time.
- Identify performance, staffing, schedule, financial, and operational risks; recommend mitigation strategies; and implement corrective actions when needed.
- Oversee support for federal financial reporting, including financial-statement components, schedules, reporting packages, variance narratives, and executive-review materials.
- Ensure financial-reporting support aligns with OMB Circular A-136, Treasury Governmentwide Treasury Account Symbol Adjusted Trial Balance System requirements, the United States Standard General Ledger, and related federal guidance.
- Oversee monthly and quarterly reconciliations involving Treasury accounts, intragovernmental balances, suspense and clearing accounts, reimbursables, receivables, payables, and other financial activity.
- Direct budget-formulation and budget-execution support, including apportionment tracking, execution forecasting, funds-control monitoring, spending analysis, and identification of potential over-obligation or Anti-Deficiency Act risks.
- Oversee budget and financial analysis for more than 300 active grant awards, including obligation and outlay planning, financial reconciliation, and compliance with applicable 2 CFR Part 200 requirements.
- Provide executive oversight of reimbursable agreements, earned revenue, cost recovery, reimbursable-order reconciliations, and interagency-agreement lifecycle activities.
- Lead financial analysis supporting the Vessel Operations Revolving Fund and Working Capital Fund, including cash-flow analysis, rate and cost-recovery assessments, and variance modeling.
- Oversee payroll-cost modeling, labor-distribution reviews, compensation analysis, trend analysis, and validation of payroll charges against available funding.
- Promote the use of advanced analytics, automated reporting, data visualization, and interactive dashboards to identify financial anomalies and improve budget-execution visibility.
- Develop and deliver concise executive briefings, decision papers, issue analyses, performance updates, and actionable recommendations for senior leadership.
- Coordinate across MARAD financial, budget, program, grants, payroll, acquisition, and operational organizations to resolve complex or cross-functional issues.
- Recommend improvements to financial processes, controls, reporting methods, documentation, and analytical tools while ensuring that final approvals, policy decisions, certifications, and other inherently governmental functions remain with Government officials.
Required Experience/Skills:
- Minimum of 10 years of recent and relevant experience in federal financial management, accounting, budget, financial operations, or a closely related field.
- At least five years of experience leading a significant federal financial-management program, multidisciplinary professional-services team, or CFO-level advisory engagement.
- Demonstrated experience working directly with federal CFOs, Deputy CFOs, Senior Executive Service officials, or comparable executive-level leaders.
- Demonstrated ability to lead an integrated federal CFO-support program involving multiple funds, organizations, stakeholders, and recurring financial cycles.
- Comprehensive knowledge of federal accounting, financial reporting, budget formulation, budget execution, funds control, and appropriations management.
- Working knowledge of OMB Circular A-136, GTAS, USSGL, 2 CFR Part 200, federal financial-management guidance, and Anti-Deficiency Act requirements.
- Experience with complex reconciliations, suspense and clearing accounts, intragovernmental transactions, reimbursable agreements, receivables, payables, and general-ledger analysis.
- Experience supporting revolving funds, working-capital funds, reimbursable operations, earned-revenue analysis, cash-flow forecasting, or cost-recovery modeling.
- Experience managing performance-based federal contracts, including quality-control plans, QASPs, AQLs, deliverable schedules, performance metrics, and corrective-action processes.
- Demonstrated ability to supervise contractor personnel and independently manage staffing, priorities, deadlines, and work assignments with minimal client direction.
- Ability to analyze complex financial and operational information, identify risks and anomalies, develop practical solutions, and clearly communicate recommendations.
- Excellent written and verbal communication skills, including demonstrated experience preparing executive briefings, financial reports, decision memoranda, variance narratives, and other senior-level products.
- Advanced proficiency with Microsoft Excel, PowerPoint, and other tools used to analyze and present complex financial information.
- High degree of integrity, discretion, professional judgment, accountability, and ability to safeguard sensitive financial and personnel information.
- Ability to work effectively in a deadline-driven environment involving monthly, quarterly, and annual financial and budget cycles.
- Willingness to serve as mandatory key personnel and execute a contingent offer or enforceable letter of commitment for inclusion in MDW's quotation.
Preferred Experience/Skills:
- Previous experience supporting the U.S. Department of Transportation, MARAD, or another civilian-agency CFO organization.
- Experience with DOT Delphi/Oracle Federal Financials or a comparable federal enterprise resource planning system.
- Experience supporting federal grants, interagency agreements, reimbursable orders, and revolving- or working-capital-fund operations.
- Experience developing financial dashboards, automated reports, or executive decision-support products using Power BI, Tableau, SQL, or comparable tools.
- Experience leading financial-process improvement, internal-control enhancement, audit-support, or data-quality initiatives.
- Current Certified Public Accountant, Certified Government Financial Manager, Certified Defense Financial Manager, or Project Management Professional credential.
Education Requirement(s):
- Bachelor's degree in Accounting, Finance, Business Administration, Public Administration, Economics, or a related field is required.
- A master's degree in a relevant discipline is preferred.
