Transportation Design Project Manager IV (Engineer IV)

Since 1977, the Fairfax County Department of Transportation (FCDOT) has served the Fairfax County community by enhancing mobility, safety, and the quality of life of residents, businesses, and visitors through planning, coordinating, funding, implementing, and sustaining a multimodal transportation system. FCDOT is seeking a motivated, highly qualified, and public service-oriented Engineer IV to join the Transportation Design Division. This position is a senior level engineering position responsible for overall project management and contract administration for multiple complex multimodal transportation improvement projects and assisting the section chief with the team's projects and developing policy and procedural guidance issues, as needed. Responsibilities:Provides engineering support during project design, land acquisition, and construction phases for assigned projects, including coordinating with the Virginia Department of Transportation (VDOT), County, and other regulatory agenciesPrepares, monitors, and manages project budgets and schedules to ensure assigned projects are completed on time and within budgetDevelops design engineering and/or construction consultant scopes of work, and negotiates and manages contracts, including approving invoices for paymentReviews consultant deliverables, including design/construction plans, plats, and specifications to ensure projects meet all applicable engineering standards and requirementsAttends project-related design field inspections, utility field inspections, pre-construction and construction meetings, and monitoring construction progress to ensure conformance with project designIdentifies, responds to, and resolves public concerns related to assigned projectsPrepares and communicates technical reports, status reports, meeting summaries, letters, official items for Board of Supervisors' consideration, and other documents as requiredPrepares presentations for and serving as a subject matter expert at project-related public meetings, briefings for senior leadership and/or elected officials, and other audiences, as required to meet specific audience needsAttends other project-related meetings, both in-person and virtual, including occasional evenings and weekendsEmployment StandardsMINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to the following: Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus, four years of progressively responsible professional experience in the appropriate engineering or architectural field. CERTIFICATES AND LICENSES REQUIRED: Valid driver's license Possession of a valid Virginia Professional Engineer or Architect license is required. NECESSARY SPECIAL REQUIREMENTS: The appointee to this position will be required to complete a driving record check to the satisfaction of the employer. BONUS ELIGIBILITY: Positions within this classification that are general merit may be eligible for a one-time hiring incentive bonus for new county employees only. This bonus program requires a signed payback agreement between the department and employee. PREFERRED QUALIFICATIONS:Knowledge of and extensive experience with local, federal and VDOT design standards, guidelines, and procedures, including the VDOT Locally Administered Project (LAP) manualSeven years of experience in design and management of complex multimodal transportation projects, including existing and new roadway improvement projects, bike and pedestrian walkway/trail facilities, and spot intersection improvementsAbility to read and understand roadway and other public improvement design plansStrong computer skills and experience with AutoCAD Civil3D and/or MicroStation, and Microsoft Office applicationsOne or more other Professional Engineer- related certifications, such as Certified Construction Manager (CCM), Project Management Professional (PMP), VDOT Locally Administered Projects (LAP) Certification, Designated Plans Examiner (DPE), or DEQ Certified Stormwater Management Plan ReviewerAbility to work independently and strong organizational, time management, and project management skills, including ability to coordinate multiple projects, prioritize, and meet established deadlinesAbility to assist the Section Chief in developing policy and procedural issues and assist in training and mentoring team membersStrong written communication skills, including ability to prepare presentations, technical memoranda, non-technical memoranda, letters, and other correspondenceStrong oral communication skills, as well as experience presenting to and providing subject matter expertise for and engaging with elected officials, staff, and the communityStrong interpersonal skills and demonstrated ability to establish and maintain positive working relationshipsDesire to advance a collaborative and supportive culturePHYSICAL REQUIREMENTS: Ability to input, access, and retrieve information from a computer. Visual acuity to review detailed drawings, plans and documents. Ability to drive a motor vehicle. Ability to perform field investigations on transportation design projects. Work is generally sedentary. However, employee may be required to do some walking, standing, bending, and carrying of items under 25 pounds in weight.
