Position Summary

The FSS & Housing Counseling Supervisor (Grant-Funded) position is responsible for overseeing all activities of the FSS and Housing Counseling Coordinators while case managing a caseload of no less than 25 FSS participants, writing grants, ensuring the FSS team complies with all HUD FSS grant requirements, providing housing counseling to FSS graduates for up to one year after FSS graduation, maintaining Housing Counseling standards, and ensuring compliance of all activities with SNRHA goals and objectives, policies and procedures, and state and federal laws.

Duties and Responsibilities

• Monitor, coordinate, and prioritize the activities of the FSS program’s staff; review and approve documents; monitor work, develop staff skills, and evaluate performance; assure a productive and efficient work environment; assure staff activities comply with all laws, policies, regulations, and goals.
• Meet regularly with staff to offer support and guidance; analyze and evaluate issues, resolve questions on policies and procedures, and manage the implementation of solutions; plan, organize, track, monitor, and control work activities; gather and analyze information and prepare reports on operations and activities.
• Manage and monitor goals, objectives, policies, procedures, budgets, and priorities for work group; assure effective communication of FSS program strategies and issues.
• Carry a caseload of FSS program clients according to current NOFA; schedule and conduct regular meetings with program participants; and assist clients in maintaining and managing FSS contract obligations in accordance with HUD regulations and requirements.

• Provide counseling, advocacy, and ongoing monitoring and support on financial issues and the management of resources; provide strategies to encourage participants to resolve existing credit issues and contract compliance issues.

• Provide a full range of FSS case management services, on a regular, ongoing, and satisfactory basis: assess client needs, determine eligibility, and develop an Individual Training and Services Plan that identifies client needs and action steps necessary to meet the client’s goals.

• Monitors and quality controls all FSS Coordinator and Housing Counseling files and escrow packets for compliance.

• Researches, writes, and submits grant applications and monitors current status.

• Monitors the performance of all service providers to ensure compliance with the MOU.

• Manages special assignments as needed, including grant programs, scholarships, and special events.

This position is eligible to participate in the collective bargaining unit (SEIU), which represents certain Southern Nevada Regional Housing Authority employees.

Minimum Qualifications

Applicants should demonstrate the following:

Education and Experience

• Bachelor’s degree in Social Services, Public Administration, or a related field.
• Four (4) years of relevant public housing agency resident programs experience.
• Excellent communication, conflict resolution, negotiation, problem-solving, crisis management, and organizational skills.

A combination of formal education and directly related work experience may substitute for a required degree. The Southern Nevada Regional Housing Authority (SNRHA) will assess 1.5 years of full-time, directly related work experience as equivalent to one (1) year of education.

Licenses and Certifications

• HUD Housing Counselor Certification
• Family Self-Sufficiency Coordinator Certification
• Valid Nevada State-issued Driver’s License and a satisfactory driving record.

Physical Ability:

This job requires continuous gripping or feeling with hands; typing/repetitive movement; continuous talking or hearing; continuous sitting; continuous reaching with hands and arms; occasional climbing or balancing; occasional stooping, kneeling, crouching, or crawling; occasional standing; and occasional walking. Preferred Qualifications

Preferred qualifications are desired qualifications that exceed the minimum qualifications and demonstrate additional education, experience, training, or other relevant credentials. Applicants who possess the following may receive preference:

• Bilingual skills (English/Spanish).
• Experience working with affordable housing and a diversity of residents, including low-income, disabled, and elderly.
• One (1) year of supervisory experience.
