Plumbing Inspector

Salary: $46,211.15 - $68,392.50 annually Location: Various Locations within the City of El Paso, TX Job Type: Civil Service Job Number: 17260-0426 Department: Building & Development Permit Opening Date: 04/30/2026 Closing Date: Continuous FLSA: Non-Exempt Requirements Education and Experience: A High School diploma or GED, or higher, and two (2) years of journey level, master, or supervisory plumbing experience. Licenses and Certificates: Valid Texas Class "C" Driver's License or equivalent from another state. Journeyman or Master Plumber's License required at time of appointment. International Code Council (ICC) Certification as a Commercial Plumbing Inspector required within six (6) months of appointment. Plumbing Inspector License from the Texas State Board of Plumbing Examiners required within six (6) months of appointment. Submission of application within one (1) month of appointment. General Purpose Under general supervision, conduct field inspections of assigned construction projects to enforce compliance with municipal, state, and national plumbing and gas codes and regulations. Typical Duties Conduct on‑site plumbing and gas inspections of assigned new and remodeled sites and structures. Perform assigned inspections at various stages of construction, reviewing plans, specifications, materials, layouts, and equipment. Inspect construction projects for compliance with occupational health and safety requirements. Explain and interpret plumbing and gas code requirements for project superintendents, foremen, plumbing contractors, architects, engineers, and the public. Provide uniform conformance to plumbing and gas codes, standards, and regulations. Refer difficult or questionable situations to supervisor. Investigate and respond to complaints regarding illegal construction, safety, or hazardous conditions. Issue and post stop orders, corrective actions, or citations when required. Testify in court and before City boards and commissions, as required. Enforce Building and Municipal Codes Issue and post red tags, stop‑work orders, correction notices, and court citations when construction does not meet plumbing and gas codes or plan specifications. Refer citations not signed by defendants to the police department for service. Confer with plumbing and gas contractors, issuing verbal and written corrections as needed. Investigate work to ensure potable water, wastewater, sewer, and gas line construction is performed by licensed contractors with a city‑issued permit and in compliance with requirements. Sign and post permits if construction is in compliance. Maintain applicable databases, records, and files. Research prior inspections for approval or disapproval. Attend training and meetings. ELIGIBILITY FOR VACATION LEAVE

Regular employees working at least twenty (20) hours per week, who have been employed for six months, are eligible for vacation leave. Part‑time employees accrue leave pro‑rated. Employees under collective bargaining agreements accrue as specified.

VACATION ACCRUAL SCHEDULE

0–5 Years of Service (12 days): 3.70 hours per biweekly pay period for 40‑hour employees.

• 5–15 Years (17 days): 5.24 hours per biweekly pay period for 40‑hour employees.
• 15 Years (20 days): 6.16 hours per biweekly pay period for 40‑hour employees.

SICK LEAVE WITH PAY

Employees accrue sick leave with pay in accordance with the Rules of the Civil Service Commission.

ACCIDENT WITH PAY LEAVE

Employees may receive leave with pay for occupational injuries or diseases per the amended ordinance effective from the adoption date.

PREGNANCY LEAVE

Pregnancy treated as temporary physical disability. Uses accrued sick leave, and if not fully used, takes leave without pay unless special sick leave is granted. Requires written notice to department head with medical verification. Upon return, a medical release must be provided.
