GENERAL PURPOSE
This position performs a variety of skilled and semi-skilled maintenance and mechanical work in the care and maintenance of municipal equipment and vehicles.
SUPERVISION RECEIVED
This position works under the direct supervision of the Central Maintenance Foreman and general supervision of the Public Works Manager and/or Assistant Public Works Manager.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Road tests vehicles and operate equipment to determine malfunction and maintenance required.
- Diagnose and isolates causes of malfunctions by performing series of tests using standard equipment (i.e. motor analyzers, sparkplug testers or compression gauges) and procedures.
- Adjusts operating mechanism such as carburetors, governors, ignition systems, central linkage, clutches and brakes.
- Tunes and adjusts engines.
- Replaces hub assembly, components and accessories such as starter, fuel pump, carburetors, generators, regulators, radiators, universal joints, brakeshoes, etc.
- Remove and repair tubes and assembles tires.
- Repairs engines and components, power trains, suspension systems, and other mechanical units of such motor vehicles as automobiles, vans, and/or such construction equipment as trucks, buses, bulldozers, tractors, road graders, or similar equipment.
- Locates worn, dirty, or poorly adjusted parts through visual check of vehicle or through the use of testing devices or other diagnostic equipment.
- Removes, cleans, or replaces defective parts such as spark plugs, wheel cylinders, mufflers, tail pipes, or brake shoes.
- Replaces carburetors, blowers, generators, distributors, starters, and pumps.
- Rewires ignition system, lights, and instrument panel.
- Adjusts brakes, aligns end, repairs or replaces shock absorbers, and solders leaks in radiator.
- Replaces and adjusts headlights and installs and repairs accessories such as radios, heaters, mirrors, and windshield wipers.
- Installs air conditioners and service components such as compressors and condensers.
- Balances wheels and repairs steering and suspension systems.
- Adjusts brakes, replaces brake linings and pads, repairs hydraulic cylinders, and makes other repairs to the brake system.
- Overhauls and repairs electrical systems and components.
- Replaces defective wiring and electrical units in vehicles such as starters and generators.
- Consults manufacturer or other manuals or charts to identify replacement parts or ascertain specified dimensions and tolerances of components.
- Welds broken parts and structural members.
- Traces and locates defects and causes of mechanical problems to determine type and extent of repairs.
- Selects and makes repairs in accord with appropriate repair specifications, manuals, and procedures.
- Repairs large and powerful 12 cylinder engines with pistons which directly power multiple hydraulic and pneumatic systems and large multiple, interconnected engine systems.
- Overhauls a variety of intricate fuel injection systems.
- Drives a vehicle such as a pickup truck, tow truck and so forth to various locations to service disabled motor vehicles.
- Examines and discusses with operator the nature of the malfunctions, manipulates gears, examines battery, checks fan belt, raises and lowers attachment on equipment, and diagnoses problems and makes needed adjustments and repairs.
- Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.
- Capable of working on 2 stroke equipment
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
- Assists with parts inventory and ordering
- Keeps records of work completed.
- Picks up parts from various suppliers as requested.
- Takes Township vehicles for required NJ MVC inspections.
- Pickup and drop off of Township vehicles at various locations.
- Performs all other duties and/or related tasks as required or assigned.
KNOWLEDGE, SKILLS AND ABILITIES
- Skill in operation of tools and equipment.
- Knowledge of operating principles of internal combustion engines and accessories, powertrain and chassis components of wheel vehicles.
- Must know safety precautions and procedures applicable to maintain shop and mechanical equipment.
- Knowledge of diagnostic, tune-up and repair procedures for all types if wheel vehicles.
- Knowledge of the use of tools, test equipment and maintenance procedures and practices applicable to wheel vehicles.
- Ability to understand and apply information contained in technical manuals, technical bulletins, lubrication orders and other publications and directives applicable to vehicles,
- Ability to prepare and maintain necessary maintenance operating forms and records.
- Must be capable of performing minor electrical welding and prefabbing work.
- Ability to maintain service on heavy equipment such as graders, backhoes, loaders, rollers, trucks, etc.
- Knowledge of repair and maintenance of diesel engines.
- Ability to work independently and to complete daily activities according to work schedule;
- Ability to communicate effectively orally and in writing;
- Ability to use equipment and tools properly and safely.
- Ability to maintain current skills and knowledge in the proper and safe techniques of automotive maintenance and repair.
- Ability to follow oral and written instructions.
- Work cooperatively with other Township employees.
- Computer knowledge/skills required.
MINIMUM QUALIFICATIONS
- High school diploma or GED equivalent. Vocational training a plus.
- ASE Certifications in Suspension & Steering, Brake Repairs and Engine Repair A-1 and Engineer Performance A-8.
- Certified in Air Conditioning Systems.
- Any combination of education and training which demonstrates the knowledge and experience to perform the work.
SPECIAL REQUIREMENTS
- Possession of necessary mechanical tools.
- Valid New Jersey Driver's license and CDL Class "B" certification (Bus endorsement is a plus).
- Must be available for snow duties and other emergencies.
TOOLS AND EQUIPMENT USED
- Screwdrivers, wrenches, pliers and other similar hand tools, air tools, and floor jacks.
- Uses a variety of tools, equipment, and testing devices such as pneumatic wrenches to remove bolts; lathes and grinding machines; welding and flame cutting equipment; ammeters, ohmmeters, and voltmeters; motor analyzers, spark plug testers, or compression gauges; wheel balancing equipment to balance wheels; scientific testing equipment.

- While performing the duties of this job, the employee is regularly required to reach with hands and arms. The employee frequently is required to stand; walk; and use hands to finger, handle, feel or operate objects, tools, or controls. The employee is frequently required to manipulate screwdrivers, pliers, wrenches and other similar hand tools in areas of limited space.
- The employee is frequently required to sit; climb or balance; stoop, kneel, crouch, or crawl; and talk or hear. Must be able to remain in standing position for extended periods of time, lift arms above shoulder level/overhead as well as bend and stoop repeatedly throughout the day. Must be able to bend or stoop repeatedly.
- The employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move more than 100 pounds. Specific vision abilities required by this job include close vision, and the ability to adjust focus.
