C/S Social Service Administrator Purchase of Care Program

Make a Difference with DHSS Overview Our mission at the Department of Health and Social Services (DHSS) is to improve the quality of life of Delaware citizens by promoting health and well-being, fostering self‑sufficiency, and protecting vulnerable populations. We prioritize personal and family independence by assisting individuals and families in a variety of life areas. Join the Delaware Division of Social Services Purchase of Care (POC) team and play a key role in strengthening the quality, accountability, and compliance of childcare services across Delaware. This position offers the opportunity to collaborate with agency leadership, Quality Control (QC), and the Administration for Children and Families (ACF) to drive meaningful improvements that support children and families statewide. The selected candidate will help lead and monitor the implementation of the POC Corrective Action Plan (CAP), track progress toward critical goals and benchmarks, and contribute to a culture focused on collaboration, innovation, compliance, and continuous improvement. Essential Functions Monitors, evaluates, collects and analyzes program data. Provides technical assistance and recommends course of action. Prepares interpretative reports of program goals and objectives, provisioning of services and programs/services ability to meet standards and regulations. Participates in developing policies, regulations, forms, proposal requests, implementing new procedures, monitors, develops, reviews, updates, negotiates contracts, and/or prepares grant applications. Acts as liaison with operations staff, State/Federal agencies and community organizations. Analyzes problems, applies policy to problem situations, responds to requests for information and questions regarding services. Assists as consultant, coordinator/liaison for special programs and/or projects. Assess impact of proposed rules on current operations financially and programmatically. May supervise professional staff engaged in monitoring functions, special projects and/or clerical staff performing record‑keeping functions. Job Requirements Three years experience in health or human services work such as applying theories, principles, laws and practices of health or human services programs and services that assist with and improve life for individuals, families, or communities such as financial support, employment, unemployment, housing, health care, disease prevention, substance abuse, child protective services, physical/mental health treatment and prevention or rehabilitation. Six months experience in health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation. Six months experience in developing policies or procedures. Six months experience in interpreting laws, rules, regulations, standards, policies, and procedures. Six months experience in narrative report writing. Additional Posting Information This is a casual/seasonal position which is a non‑pension eligible position without healthcare and/or other benefits. All new hires are required to report to the Statewide New Employee Orientation (SNEO) on their first day of employment. Sessions are held at designated locations in Kent or New Castle County.
