Performs highly advanced MCH grant planning, implementation, and cooperative agreements. Reviews federal funding announcements to determine MCH section program eligibility for compliance with grant requirements and standards. Oversees internal and external partner work groups to coordinate MCH grant applications. Responsible for coordinating, tracking and reporting of grant-funded activities, and oversees the development and monitoring of all MCH grant-funded budgets. Monitors the implementation, management, evaluation, and closeout of all MCH section grants and grant budgets. The position requires professional and effective communication (written and verbal) and interaction with agency program staff, subcontractors, federal, state, and local officials, and other stakeholders. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Essential Job Functions (EJFs): Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. This position identifies new sources of MCH section grant funding in discussion with MCH program subject matter experts in the section to provide a MCH grant summaries to the MCH Section Director. This position oversees the preparation of all MCH letters of intent, grant application and reporting materials, work plans, and evaluation plans. In coordination with DSHS Funds Coordination and Management Branch, this position oversees the creation and coordination of MCH section grant timelines and processes for obtaining date information within the MCH section and across the agency as needed. This position tracks activity completion and progress made on goals to grant application completion including submission. This position responds to relevant ad-hoc MCH grant information requests from internal and external stakeholders including grant funders and agency leadership. This position liaises with federal grant funders to confirm compliance with grant requirements. This position oversees MCH section grant closeouts including final reporting to grant funders. This position coordinates with agency partners to collaborate on key MCH grant projects. This position researches and identifies MCH grant trends and emerging MCH grant issues. This position applies project management skills and techniques to confirm timely MCH grant application development and submission. This position oversees MCH grant meetings and webinars for agency and statewide partners. This position reviews responses to division, agency, or enterprise MCH grant requests for information. This position oversees MCH section grant priority needs implementation and development of state and national performance measures through annual and five-year needs assessments. This position works with the MCH Operations Director to set MCH section grant priorities and collaborates with Community Health Improvement Division leadership as needed. (35%) This position oversees the MCH section grant budget development and monitors grant-funded expenditures for 5 MCHS grants totaling $100 million per year. For new MCH grant applications, this position coordinates completion of required budget components. This position assists with MCH grant funded extensions, carry-forwards, and close-out requests. In coordination with MCH Section Financial Analyst, this position drafts and reviews grant financial reports and budget expenditures, develops backup documentation supporting reports, and all MCH section grant financial components. Analyzes financial risk and makes recommendations for appropriate actions and strategies to resolve financial issues. This position facilitates responses to all MCH grant-related budget requests. This position pulls reports for all MCH grant budgets and maintains knowledge about MCH grant spending trends. In coordination with DSHS Contract Management Section, this position leads program staff to develop, execute, and amend MCH section grant-funded contracts and amendments, memoranda of understanding, and other written agreements. This position assists programs with determining where grant funds can be allocated and how to maximize use of federal grant funds and spend down appropriately. (30%) This position develops MCH section-level grant policies and procedures to guide MCH section grant administration and grant-associated financial management standards. This position monitors and provides MCH program staff with grant technical assistance for the implementation of and adherence to division, agency, state, and federal grant requirements policies and procedures. This position evaluates the need for MCH grant-related process improvements and oversees MCH section improvement project implementation. This position completes MCH section bill reviews, analyses and serves as a MCH section grant legislative resource as needed. This position monitors MCH grant spending confirming each MCH section program is expending funds as required. This position also maintains MCH grant awareness of funding needs and changes. (20%) This position serves as a MCH section grant liaison and maintains effective working relationships with all MCH grant funders, administrative personnel, or other organizational units within the agency, other state agencies, the federal government and other external stakeholders, including attending relevant MCH grant meetings (traveling as necessary), responding to MCH section grant information requests, making MCH grant presentations and resolving MCH grant issues that may arise. (10%) Other duties as assigned include, but are not limited to, actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery, Continuity of Operations (COOP) activation, and/or serving on the State Medical Operations Center (SMOC) team. Such participation may require an alternate shift pattern assignment and/or location. (5%) Knowledge, Skills and Abilities (KSAs): Knowledge of federal and state programs and grant statutes, policies, rules, and regulations. Knowledge of project management principles and process and quality improvement. Knowledge of fiscal principles and budget processes. Knowledge of Texas state contracting procedures and regulations. Skill in developing strategies, goals, and objectives. Skill in developing grant applications and work plans and monitoring progress toward goals. Skill in developing and monitoring budgets. Skill in developing contract statements of work and financial documents. Skill in developing policies and procedures. Skill in preparing progress and evaluation reports. Skill in preparing and delivering presentations and trainings. Skill in identifying measures or indicators of program performance. Skill in identifying problems, evaluating alternatives, and negotiating and implementing solutions. Skill in the use of computers and software including Outlook, Microsoft Word, Excel, PowerPoint, SharePoint, and Teams, and navigating internal and external websites. Ability to interpret federal and state programs and grant statutes, policies, rules, and regulations. Ability to interpret and evaluate financial data. Ability to establish and maintain positive working relationships with team members and work through conflict. Ability to lead teams, train others, and delegate effectively. Ability to communicate clearly and concisely, both orally and in writing. Ability to manage time effectively, prioritize assignments, and manage the workload of the position. Ability to think critically, exercise sound and independent judgment and be proactive in fulfilling job duties. Registrations, Licensure Requirements or Certifications: N/A Initial Screening Criteria: Graduation from an accredited four-year college or university with major course work in public health or a related field. Two or more years of experience in grant management and project/program planning or management, analyzing, organizing, interpreting trends, and presenting complex material verbally and in writing. Experience ingovernment budget planning,processes,and procedures. Experience in applying state and federal laws and policies regulating health care delivery practices and fiscal/performance management.
