Primary Function of Organizational Unit The primary purpose of the University Police Department is to protect the lives and property (real and personal) of all personnel and visitors who frequent the campus. This unit must enforce all applicable federal, state, and local laws, as well as, the university rules and regulations. In addition, this unit must patrol and secure the grounds of North Carolina Central University, by responding to calls and/or complaints, perform preliminary investigations of criminal and conduct incidents, record and refer complaints, complete and file reports on all incidents. Primary Purpose of Position The primary purpose of this position is to protect the lives and property (real and personal) of all personnel and visitors who frequent the campus. This position effectively oversees, accounts for, and secures state property, maintains a safe environment, assists and notifies the police department of upcoming events that would critically impact the North Carolina Central University Community and Police & Public Safety Department. This position reports to the Field Operations Commander. Required Knowledge, Skills, and Abilities The successful candidate must possess a working knowledge of criminal and traffic laws to regularly enforce criminal and traffic violations; knowledge of investigative techniques and case preparation requirements for the more routine traffic and criminal cases; knowledge of the standard law enforcement equipment, its care, and safe use according to Department General Orders; knowledge of Microsoft Office (Word, Excel and Access) Applications; ability to perform community policing; ability to complete the Basic Law Enforcement Training (BLET) Program and become certified by the State of North Carolina through the North Carolina Criminal Justice and Training; ability to work independently with little or no supervision; to take initiative to see projects and assignments through to completion; interpret and analyze information to make necessary decisions; to exercise judgment and discretion in problem solving; to plan, prioritize and organize workflow; ability to work flexible schedules; excellent analytical and organizational skills along with written and oral communication skills, excellent editing skills; great interpersonal skills to interact effectively and diplomatically with a wide range of individuals in a high pressure environment. Minimum Education/Experience Minimum of a High School Diploma or GED and 6 years experience as a sworn local, state or federal law enforcement officer. An advanced degree (JD, Masters, Doctorate) reduces the minimum experience requirement by 1 year. Current certification from NC CJETSC as a commissioned police officer or certification eligible within an agency specified timeframe. Licenses or Certification required by Statute or Regulation Must possess and maintain a valid driver’s license and have an acceptable driving record. Certification as a Law Enforcement Officer in accordance with the provisions of NC Criminal Justice Education and Training Standards Commission. (valid BLET certification). A person who has certification from another state or expired NC certification must satisfactorily complete BLET portions as required by NC Criminal Justice and Training Commissions as the first scheduled offering. Primary Responsibilities and Duties Function Knowledge - Technical: Knowledge in patrol operations and community policing and the ability to keep up with current developments and trends in the areas of expertise. Knowledge of investigative techniques for misdemeanor and less serious felonies. Knowledge of the requirements to obtain a search warrant and the warrant issuance process. Knowledge of crime scene management and fingerprint lifting tools and techniques. Ability to recognize community problems, analyze alternatives, recognize solutions, and follow-up. Function Communication (Presentations, Oral, and Written): Ability to present information to individuals or groups; ability to deliver presentations suited to the characteristics and needs of the audience. Ability to convey information clearly and concisely to groups or individuals either verbally or in writing to ensure that they understand the information and the message. Function Organizational Awareness and Commitment: Ability to understand the organization’s mission, the function of the specific work unit, and how it works with other work units to serve the customer/client. Ability to understand the impact and implications of decisions on the community and other departments. Understanding of the Career Development Program to discuss career interests and career path selection. Ability to make suggestions for improvements in Department operations. Function Problem Solving: Ability to identify problems, determine possible solutions, and actively work to resolve the issues. Initiate, complete, and properly document problem‑solving projects focused on crime, fear of crime, and quality of life issues. Distinguish and determine violations and take appropriate action with minimal supervision. Function Analytical and Conceptual Thinking: Ability to identify issues, obtain relevant information, relate and compare data from different sources, and identify alternative solutions.
