Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a BUDGET OFFICER, Position Description Number D1678000 and is part of the 109TH AW, National Guard. This vacancy does not meet the criteria for appointment of annuitants. Responsibilities As a BUDGET OFFICER (GS-0560-12), you will provide management oversight and guidance for both budget formulation and budget execution according to the Resource Management System (RMS). The incumbent is recognized as the top technical authority regarding fiscal and budgetary policy, law, and regulatory guidelines for all organizations serviced by the Wing Budget Office. The incumbent fosters an environment conducive to teamwork among resource managers and decision-makers in meeting the objectives and goals of the Resource Management System. This incumbent accomplishes budget functions in support of state and federal Air National Guard operations, training, and readiness missions, and the contingency operations of its total force and joint service partners. Requirements Conditions of Employment Qualifications Military Grades: Officer/Enlisted ***This is a New Commissioning Opportunity *** GENERAL EXPERIENCE: Experience, education, or training involving skills in applying problem solving techniques; and skills in communicating effectively both orally and in writing. Ability to plan and organize work. Competencies in analysis, research, writing, and judgment typically gained through college education or progressively responsible experiences. Ability to follow established methods and procedures; use practical knowledge of the operations, procedures, and policies of specific program areas or functional assignment. SPECIALIZED EXPERIENCE: Must have one year equivalent specialized experience to at least the next lower grade level before being eligible for the next grade level. Must have fundamental working experiences with validated understanding of the basic principles and concepts of the budget analysis occupational series and grade. Must have experience, education, or training that provided in-depth knowledge of financial principles and procedures. Candidate must have a comprehensive understanding of the principles and concepts of the National Guard financial budget business program requirements. A candidate must have expanded experiences and training that demonstrates the abilities to lead, follow directions, read, retain, and understand a variety of instructions, regulations, policies, and procedures. Some positions at this grade level require at least 12 months of broadening finance, accounting, or audit program experiences in leading, planning and scheduling program work in a manner that promotes an even flow and distribution of assigning work requirements. Experiences may include training and guiding employees on finance programs and assigning tasks. Experience in structuring assignments that created effective and efficient procedures with measured and improved task processes. Must have experience Operating the Resource Management System, a network of commanders, resource advisors, cost center managers, and technical advisors aligned to the Wing/GSU organizational structure and oriented towards the management of appropriated funds and workdays for the accomplishment of unit missions. Experience providing resource managers with necessary guidance, information, knowledge, and training to accomplish mission goals and objectives. Experience designing presentation materials for, chairs, conducts, and documents the quarterly meetings of the Financial Working Group (FWG). Designs materials for, briefs, and documents the quarterly Financial Management Board (FMB). Designs, develops, conducts, and documents resource management training for all personnel responsible for the management and expenditure of appropriated funds and workdays. This position is an indefinite appointment that may be made permanent later without competition. Employees hired under indefinite appointments may not exceed 5 years (consecutive) time with the agency. The applicant selected may be released at any time subject to a 30-day notice and advised of his/her rights and benefits to which entitled. If a permanent employee accepts this indefinite position, their tenure will change from permanent to indefinite. Relocation costs are authorized subject to provisions of the Joint Travel Regulation and an agency determination that a Permanent Change of Station (PCS) move is in the Government's best interest. Superior Qualifications Appointment (Advanced Step Placement): In accordance with agency pay-setting policy, the hiring official may request advanced step placement for highly qualified candidates of federal GS positions. Eligibility: To qualify, the candidate must be a newly-appointed General Schedule (GS) employee (defined as receiving their first appointment as a civilian employee of the Federal Government, or a former federal employee being reappointed after a break in service of at least 90 days). The hiring official must formally document and demonstrate that the candidate possesses: Superior Qualifications: The level, type, or quality of the candidate's skills, competencies, accomplishments, education, or experience is significantly higher than what is minimally required for the position; OR Special Agency Need: The candidate possesses skills and competencies that are essential to accomplishing a critical, high-priority agency mission, goal, or program. If an incentive is requested, an official start date will not be established or provided to the selected candidate until final approval is received. ADDITIONAL CONDITIONS OF EMPLOYMENT: This is a Financial Management Level Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program. Financial Management Certification Requirements: -The certification will not be used as a mandatory requirement in DoD hiring systems. A member who is not certified may still qualify for a position that requires DoD financial management certification as a condition of employment. The most qualified individual will be selected for a position. -Members of the financial management workforce are required to participate in the Financial Management Certification Program; therefore, achieving certification is a condition of employment. Members of the financial management workforce must achieve the appropriate certification level for their positions within 2 years of notification of applicable certification requirements or the period of any extension. -Supervisors of financial management coded positions coordinate with the component administrator and component certification authority to determine financial management certification requirements of employees occupying financial management coded positions.
